TWO DAY ALL INDIA STRIKE BY DIFFERENT TRADE UNIONS AND ASSOCIATIONS: GOVERNEMTN REPLY IN RAJYA SABHA.



STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF RAJYA SABHA STARRED QUESTION NO. 235 FOR 13TH MARCH 2013 BY SHRI K.N. BALAGOPAL REGARDING “ALL INDIA STRIKE BY TRADE UNIONS”.
(a) & (b):  Yes, Sir. Government was aware of the two days all India Strike by different trade unions on February 20 and 21, 2013. A meeting was convened by Union Minister of Labour & Employment with the representatives of Central Trade Unions (CTUs) on 13th February, 2013 to discuss the charter of demands. The demands of CTUs were discussed at length. It was clarified to the Union representatives that their demands would be looked into by the Government and they were requested to withdraw strike. The Hon’ble Prime Minister also made an appeal to CTUs to withdraw their country-wide General Strike. Subsequently, a group of Senior Ministers of the Cabinet held a meeting with the representatives of the major CTUs on 18th February, 2013. The GoM assured the representatives of CTUs that Government is serious on the demands related to working class and taking all possible measures to redress them. They also appealed to the representatives of CTUs to reconsider their stand for going on strike. 

(c):  Government has taken various measures to address the concerns raised by the trade unions. Particular attention is drawn to the huge amount of food subsidy incurred by the Government to ensure availability of food grains to the poor at very concessional rate through the Public Distribution System. The Government’s efforts to pass the Food Security Bill in the Parliament will further increase the availability of subsidized food grains to the larger segments of the population. Ministry of Labour & Employment has prepared a National Employment Policy to ensure that the growth process is inclusive and equitable. The policy has been drafted with a view to mainstreaming employment into policy making for socio-economic development of the country. It will provide a proper framework towards achieving the goal of remunerative and decent employment for all women and men in the labour force. So far enforcement of labour laws in Central Sphere is concerned, there exists a well-defined and effective machinery. Similar arrangements are also available in the States. The Government has enacted Unorganised Workers’ Social Security Act, 2008. The Government of India has also set up National Social Security Fund (NSSF) with a corpus of Rs.1000 crore. National Social Security Board (NSSB) has also been constituted which is advising the Government from time to time on Social Security Schemes. Action is being taken to amend the Contract Labour (Regulation & Abolition) Act, 1970 wherein it is, inter-alia, proposed that in case where the contract labour perform the same or similar kind of work as the workmen directly appointed by the principal employer, the wage rates, holidays, social security provisions of contract labour shall be the same as are available to the directly appointed workmen on the roll of principal employer. Further, a Bill is being brought before the Parliament to amend the Minimum Wages Act, 1948 to provide a National Floor Level Minimum Wage

Entire Postal and RMS services came to a standstill

We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal and RMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal and RMS offices including Branch Post offices remained closed for two days. About more than five lakhs employees including GDS struck work. Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.

20 फ़रवरी और 21 (दो दिन) आम हड़ताल

प्रिय कामरेड,देश भर में 2013 फ़रवरी 20 और 21 पर दो दिनों की हड़ताल के सफल क्रियान्वयन के लिए तैयारी पूरे जोरों पर जा रहे हैं. 20 और 21 फरवरी को भारत और दुनिया एक संयुक्त कामकाजी वर्ग की सबसे बड़ी हड़ताल के साक्षी जाएगा. दस करोड़ से अधिक कर्मचारियों के हड़ताल में भाग लेंगे. इंटक, बीएमएस, एटक, सीटू, एचएमएस आदि, कर्मचारी, शिक्षक फेडरेशन सहित सभी केन्द्रीय ट्रेड यूनियनों, सार्वजनिक क्षेत्र के संगठनों की हड़ताल में भाग ले रहे हैं. मुख्य मांग मजदूर विरोधी, जनविरोधी, केन्द्रीय सरकार के नव - उदारवादी आर्थिक नीतियों के उलट है.

केन्द्रीय सरकार के परिसंघ. कर्मचारियों और श्रमिकों को पहले से ही केन्द्रीय ट्रेड यूनियन और फेडरेशन के निर्णय का समर्थन किया है, हड़ताल नोटिस परिसंघ द्वारा कैबिनेट सचिव और संबद्ध यूनियनों परोसा गया था 2013/01/22 पर संबंधित विभागों के प्रमुख. केन्द्रीय ट्रेड यूनियन द्वारा उठाए गए मांगों के आम चार्टर के अलावा, परिसंघ अपनी हड़ताल नोटिस में भी मांग के 15 अंक चार्टर शामिल किया गया है. जहाँ तक केन्द्रीय सरकार के रूप में. कर्मचारियों को चिंतित कर रहे हैं, 20 फरवरी, 21 हड़ताल 12th दिसमबर 2012 की हड़ताल के एक निरंतरता है. 7 सीपीसी और 50% महंगाई भत्ते के विलय की नियुक्ति के लिए मांग अभी भी लंबित है. हम हमारे संघर्ष जारी है जब तक इन मांगों को सरकार द्वारा स्वीकार किए जाते हैं. परिसंघ के राष्ट्रीय नेताओं अभियान कार्यक्रम पर सभी राज्यों में जा रहा है.

पोस्टल में, दोनों डाक कर्मचारियों के राष्ट्रीय संघ (NFPE) और फेडरेशन ऑफ नेशनल पोस्टल संगठन (FNPO) कार्रवाई के संयुक्त परिषद के बैनर तले राष्ट्रव्यापी हड़ताल में भाग ले रहे हैं. मांग के आम चार्टर के अलावा, JCA पोस्टल उन्मुख मांगों को उठाया गया है भी वेतन संशोधन, महंगाई भत्ते के विलय, डाक के उन्मूलन, नेशनल पोस्टल नीति, जीडीएस मांगों को आरामदायक, श्रम मुद्दों, संवर्ग के पुनर्गठन, ओ टी ए दरों और अनुकंपा नियुक्तियों के संशोधन सहित, . संयुक्त हड़ताल नोटिस 2013/01/22 पर सचिव, डाक विभाग के लिए कार्य किया गया है. हड़ताल नोटिस और मांग - पत्र की कॉपी पहले ही वेबसाइटों और सभी संघों और महासंघों की पत्रिकाओं में भी प्रकाशित कर रहे हैं. अभियान कार्यक्रम के हिस्से के रूप में, NFPE और FNPO के अखिल भारतीय नेता संयुक्त रूप से सभी हलकों में अभियान कार्यक्रम संबोधित करेंगे. कामरेड, जब हमारे देश की समूची कार्यकर्ता एकजुट होकर सरकार की प्रतिगामी नीतियों के खिलाफ एक ऐतिहासिक लड़ाई लड़ रहे हैं, ग्रामीण डाक सेवकों सहित पूरे डाक आरएमएस और कर्मचारियों को इस जन चढ़ाव में शामिल होने के लिए और 48 घंटे हड़ताल प्रतिशत फीसदी करेगा. कोरियर के लिए लाइसेंस, पदों के उन्मूलन, ग्रामीण डाक सेवकों की वैध मांगों आदि सभी केन्द्रीय सरकार की नव - उदारवादी नीतियों के कारण कर रहे हैं और क्रम में नीति बदलने के लिए काम करने का एकजुट संघर्ष के इनकार अनुदान ले जाएं वर्ग ही एकमात्र विकल्प है. NFPE ग्रामीण डाक सेवकों के लिए एन - जन हड़ताल में शामिल होने के लिए और यह एक भव्य सफलता सहित पोस्टल एंड आरएमएस कर्मचारियों की संपूर्णता पर कॉल.

 



NFPE संघीय परिषद की बैठक: सभी संबद्ध यूनियनों से सर्वोच्च नीति बनाने के शरीर के डाक कर्मचारियों के नेशनल फेडरेशन (NFPE), संघीय परिषद 9 से 12 से जून 2013 हैदराबाद (आंध्र प्रदेश) में आयोजित किया जाएगा, (चार दिन) संघीय पार्षदों NFPE की संघीय परिषद में शामिल हो जाएगा. विभिन्न राजनीतिक और व्यापार संघ के नेताओं और सहोदर संगठन के नेताओं संघीय परिषद को संबोधित करेंगे. विवरण बाद में प्रकाशित किया जाएगा. पोस्टल एंड आरएमएस यूनियनों के सर्किल समन्वय समिति (NFPE), आंध्र प्रदेश सर्किल चार दिनों संघीय परिषद, पोस्टल ट्रेड यूनियन आंदोलन के इतिहास में एक यादगार घटना बनाने के लिए पहले से ही तैयारी शुरू कर दिया है.

AIPEU ग्रुप 'सी' के अखिल भारतीय सम्मेलन:पी # संघ के 29 AIC तिरुवनंतपुरम (Trivendrum) में 10 से 12 मार्च 2013 तक आयोजित किया जाएगा.के अखिल भारतीय सम्मेलन AIPSBCOEA: 2 AIC के AIPSBCOEA 2 और 3 मार्च 2013 को हरिद्वार में आयोजित किया जाएगा.NFPE पूर्वी क्षेत्र के एक अध्ययन शिविर:विदिशा (मध्य प्रदेश) में चेन्नई और सेंट्रल जोन शिविर में साउथ जोन अध्ययन शिविर के सफल संचालन के बाद. NFPE के पूर्वी क्षेत्र अध्ययन शिविर 2013 28 के लिए 27 अप्रैल से गुवाहाटी (असम) में आयोजित किया जाएगा. उड़ीसा, झारखंड, पश्चिम बंगाल, असम और उत्तर - पूर्व सर्किलों से 200 प्रतिनिधियों के बारे में दो दिनों के शिविर में भाग लेंगे. प्रत्येक चक्र आदि से प्रत्येक संबद्ध यूनियनों के प्रतिनिधियों की संख्या दिखाने में विस्तृत परिपत्र अलग से भेजा जा रहा है. सभी महासचिवों और सर्किल सचिवों आवंटित कोटा के अनुसार प्रतिनिधियों की भागीदारी सुनिश्चित करना चाहिए. प्रतिनिधि के लिए तुरंत उनके ऊपर और नीचे टिकट बुक करने के लिए निर्देश दिए जा सकते है. उत्तरी क्षेत्र अध्ययन शिविर मई 2013 के महीने के दौरान उत्तर प्रदेश में आयोजित किया जाएगा, पश्चिमी क्षेत्र अध्ययन शिविर के स्थल शीघ्र ही घोषणा की जाएगी.

FEBRUARY 20th & 21st (TWO DAYS) GENERAL STRIKE



Dear Comrades,

Preparations for the successful implementation of the Two Days strike on 2013 February 20 & 21 are going on full swing all over the country. India and world will be witnessing one of the biggest strike of the united working class on February 20 & 21. More than ten crores workers will participate in the strike. All the Central Trade Unions including INTUC, BMS, AITUC, CITU, HMS etc, Employees Teachers Federations, Public Sector Organizations are participating in the strike. The main demand is reversal of the anti-labour, anti-people, neo-liberal economic policies of the Central Government.



Confederation of Central Govt. Employees & workers have already endorsed the decision of the Central Trade Unions and Federations, Strike notice was served by confederation to Cabinet Secretary and the affiliated unions to the concerned Head of Departments on 22.01.2013. In addition to the common charter of demands raised by the Central Trade Unions, Confederation has included its 15 points charter of demands also in the strike notice. As far as Central Govt. Employees are concerned, the February 20, 21 strike is a continuation of the 12th December 2012 strike. The demand for appointment of 7th CPC and merger of 50% DA is still pending. We have to continue our struggle till these demands are accepted by the Government. Confederation National leaders campaign programme is going on in all states.



In Postal, both National Federation of Postal Employees (NFPE) and Federation of National Postal Organizations (FNPO) are participating in the Nationwide strike under the banner of Joint Council of action. In addition to the common charter of demands, JCA has raised the Postal oriented demands also, including wage revision, DA merger, abolition of Posts, National Postal Policy, GDS demands, Casual Labour issues, cadre restructuring, revision of OTA rates & compassionate appointments. The Joint strike notice has been served to the Secretary, Department of Posts on 22.01.2013. Copy of the strike notice and charter of demands are already published in websites and also in the journals of all unions and Federations. As part of the campaign programme, All India leaders of NFPE & FNPO will be jointly addressing the campaign programmes in all Circles. Comrades, when the entire workers of our country are unitedly fighting a historic battle against the retrograde policies of the Government, the entire postal & RMS employees including Gramin Dak Sevaks shall join this mass upsurge and make the 48 hours strike cent per cent. Move to grant license to couriers, abolition of posts, denial of the legitimate demands of the Gramin Dak Sevaks etc. are all due to the neo-liberal policies of the Central Government and in order to change the policy, the united struggle of the working class is the only alternative. NFPE calls upon the entirety of Postal & RMS Employees including Gramin Dak Sevaks to join the strike en-mass and make it a grand success.



NFPE FEDERAL COUNCIL MEETING: The highest policy making body of National Federation of Postal Employees (NFPE), the FEDERAL COUNCIL will be held at Hyderabad (Andhra Pradesh) from 9th to 12th June 2013, ( 4 days) Federal Councilors from all the affiliated unions of NFPE will be attending the Federal Council. Various Political and Trade union leaders and leaders of the Fraternal Organizations will address the Federal Council. Details will be published later. The Circle Coordinating Committee of Postal & RMS Unions (NFPE), Andhra Pradesh Circle has already started preparations for making the four days Federal Council, a memorable event in the history of Postal Trade Union movement.



AIPEU-GDS(NFPE) FIRST ALL INDIA CONFERENCE:

The first All India Conference of All India Postal Employees Union GDS (NFPE), an associate member of NFPE, will be held at Chennai on 2013 March 21st & 22nd. About 1000 delegates and visitors will attend the Conference. The Reception Committee headed by Com. K.V. Sridharan, Ex-General Secretary, P-3(Chairman) and Com. K Raghavendran (Ex-Secretary General NFPE) are making hectic efforts to make the conference a grand success. Reception Committee is publishing a Souvenir to commemorate the Ist AIC, and also as a part of resource mobilization . Without the help of other Circles, it will be very difficult for Tamilnadu comrades to raise funds for such a big conference within a short period. The Reception Committee has already sent the Tariff and order form of the souvenir to all. NFPE, Central Headquarters, request all the Circle/Divisional/Branch Secretaries to make sincere efforts to secure maximum advertisements to the souvenir.


ALL INDIA CONFERENCE OF AIPEU GROUP ‘C’:

The 29th AIC of P# Union will be held at Thiruvanathapuram (Trivendrum) from 10th to 12th March 2013.

ALL INDIA CONFERENCE OF AIPSBCOEA: The 2nd AIC of AIPSBCOEA will be held at Haridwar on 2nd and 3rd March 2013.



NFPE EASTERN ZONE STUDY CAMP:

After successful conduct of the South Zone Study Camp at Chennai and Central Zone Camp at Vidisha (MP). The Eastern Zone Study Camp of NFPE will be organized at Guwahati (Assam) on 2013 April 27th to 28th. About 200 delegates from Odisha, Jharkhand, West Bengal, Assam and North East Circles will attend the two days Camp. Detailed circular showing the number of delegates from each affiliated unions from each circle etc. is being sent separately. All General Secretaries and Circle Secretaries should ensure the participation of delegates as per the quota allotted. Delegates may be instructed to book their up and down tickets immediately. Northern Zone Study Camp will be held in the Uttar Pradesh during the month of May 2013, venue of the Western Region Study Camp will be announced shortly.



NFPE FEDERAL SECRETARIAT:

Federal Secretariat of NFPE will be held at Guwahati (Assam) on 26th April 2013. All General Secretaries are requested to attend the Federal Secretariat meeting WITHOUT FAIL. Separate notice will be issued.

WE ARE NOT GOING TO SURRENDER.


JOIN THE TWO DAYS STRIKE ON FEBRUARY 20 & 21

We, the Postal employees, have a proud and inspiring history of participating in the freedom struggle of our country against the British imperialism and in the post-independent India against the onslaughts of the retrograde policies of the Government of India. Many of our leaders and comrades have sacrificed their life for the cause of the coming generation. Job security, wages, pension and other service benefits are all the outcome of the struggle and sacrifice of hundreds and thousands of such comrades. They faced dismissal, removal, suspension, increment cut, transfer to remote places, break-in-service and other severe victimisations. Dies-non was not at all a punishment for them. They never complained about wage-cut due to dies-non. Not even a single benefit was given by the Government without struggle and consequent heavy victimisations. 1st to 6th Pay Commissions were appointed by the Government only after the united struggle of the employees, each time.


Now we are facing a very crucial and critical situation. The ill-effects of the neo-liberal economic policies of the Central Government has become the greatest threat to the survival of the entire working class, especially Central Government employees including five and a half lakhs Postal, R M S and Gramin Dak Sevaks. The question before us is -Are we able to protect our job security and hard-earned benefits? Are we ready to fight or are we going to surrender before this attack? The answer is - No. We are not going to surrender. We will continue our fight till the imperialist globalisation policies are thrown to winds, just as we have thrown the British imperialism out of our country. We are not alone, crores and crores of workers and employees are with us in this fight. We are ready for sacrifice. We are not going to run away from our responsibilities. We shall face the challenge and continue our fight to change the system in our favour. Ultimate victory will be ours.

It is this uncompromising spirit and the readiness for sacrifice, that made National Federation of Postal Employees (NFPE) to join the two-days historic strike of the working class on 2013 February 20, 21. The strike is being organised by the entire trade unions including INTUC, BMS and the left trade unions. In the Postal, the strike is organised by Central JCA, including NFPE and the INTUC affiliated FNPO. This is the first time in the history of India a cent per cent united strike of 48 hours by all the Unions and Federtions is taking place. More than ten crores workers will participate in the strike. The working class of India, in one voice, demand the UPA Government to change the imperialist globalisation policies.

Central Government employees are the first victims of the neo-liberal economic policies pursued by the Central Government from 1991 onwards. During the last twenty years about eight lakhs posts are abolished. Still five lakhs posts are lying vacant in various departments. Many departments are closed or privatised. More and more casual and contract workers are engaged. Social security schemes, including statutory Pension scheme are given a go-bye. Instead, share market oriented contributory Pension scheme is introduced. Three lakhs Gramin Dak Sevaks of the Postal department are denied of their legitimate rights. Casual, Part-time, contingent employees are not given their due wage revision. Even compassionate appointments are denied imposing arbitrary restrictions. Bonus ceiling not raised. Further the Government has declared the National Postal Policy 2012 which is nothing but a road-map to privatisation of Postal Services by granting licences to the multi-national courier services.

The demand for appointment of 7th Pay Commission is not yet accepted, inspite of the thundering success of the 12th December 2012 strike organised by Confederation of Central Govt. Employees & Workers. As an impact of the strike, all the Central Trade Unions have submitted a memorandum to the Finance Minister to announce constitution of 7th CPC in the February 2013 budget itself. Still the Government is silent on Pay Commission and merger of 50% DA. February 20, 21 strike is a continuation of 12th December strike.

The steep rise in prices of essential commodities, disbanding of the public distribution system, deregulation of petrol and diesel prices , disinvestment of public sector, rise in unemployment, shrinking of employment opportunities, proposed move to amend the labour laws in favour of the employers, attack on social security, denial of assured pension for all, introduction of contract and casual labour system in all sectors, denial of minimum wage of Rs.10,000/- to industrial workers, refusal to remove bonus and PF ceilings etc. are all due to this neo-liberal economic policies.

The attack is all round. To save the Postal, to save the Central Govt. departments, to save the public sector, to save the common people and workers of our country including Postal employees the only way out is to fight back these policies. Let us wholeheartedly join this struggle and make it a historic success

Joint Consultative Machinery-JCM


1.    What is Joint Consultative Machinery?
The scheme of Joint Consultative  Machinery is a platform for constructive dialogue between the representatives  of the staff side and the official side for peaceful resolution of all disputes  between the Government as employer and the employees.  The scheme was introduced in 1956 with the objectives of promoting harmonious relations and securing the greatest measure of cooperation between the Central 1 Government as the employer and the employees in matters of common concern and with the object of further increasing the efficiency of the public service combined with the well being of those employed.  The scheme is a non statutory one mutually agreed upon between the staff side and the official side.

Creation of System Administrators cadre & extend other facilities


MEETING WITH MINISTER

Meeting with Sri. Sachin Pilot, Hon’ble Minister of State of Communications, was held today (21.01.2012) at 11.00 AM. Meeting lasted for 30 minutes. The staff side presented a memorandum to the Minister, containing the issues which needs Minister’s intervention. (See the copy published in the website). Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail.
(i)        Issues relating to Gramin Dak Sevaks
(ii)      Issues relating to casual, Part-time, Contingent employees
(iii)    Revision of overtime allowance

Regarding GDS issues like status, promotion etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before 31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. will also be given sympathetic consideration. Regarding casual labourers issues Minister gave direction to the Postal Board to expedite the orders. Minister further assured that he will definitely call for the files relating to the other items mentioned in the memorandum and an indepth examination of the issues will be made and decision taken early.

We record our immense pleasure for the kind gesture of the Hon’ble Minister of State for Communications & I. T. for arranging an interview with the staff unions to discuss the pending issues.

We record our sincere thanks to the Hon’ble Minister and we assure our fullest cooperation in the improvement of service to public. We further desire to bring the following issues which are pending for a long to the kind notice of Hon’ble Minister requesting his kind intervention for the mitigation of the same.
4. Creation of System Administrators cadre & extend other facilities
A rapid modernisation takes place in the department and around 1872 crores have been allotted for further extension of modernization. To modernize the existing Post offices, the role of the existing System Administrators are laudable. They are working from dawn to dusk for the efficient functioning of Pos in computers. But for their active involvement, the modernization of Postal Services could not be possible without incurring any expenditure to the department in the initial stage. Most of the softwares were developed by these section of employees. Now the Department is stating that creation of system Administrator posts is not viable. We have already dropped the demand of creation of System Administrators which carry 5400 Grade Pay as there is no full time justification for such post. ‘System Assistant’ cadre with Grade Pay of Rs.4200/- is in existence in other Government departments. Similar kind of System Assistant cadre may please atleast be created in the department and all the existing personnel may please be absorbed in the existing vacancies since the role of these Technocrats are very much essential for the maintenance of computers & software.

GIST OF SETTLEMENT REACHED



        No closure of RMS for three years  and
1.     No one will be transferred to L1 or L2  unless they request so.
2.     L1 sorting hub will be opened on requirement
3.     APMC  will not be opened further. No APMC  for Chennai / Mumbai. Position will be decided after two years.
4.     Speedpost hub will be under RMS.
5.     There will be  NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY DIRECTORATE.
6.     Group of Secretaries under CABINET SECRETARY accepts-  Revision of OTA and GDS BONUS enhanced Limit Rs 3500/-
7.     Postman Exam/ postman recruitment/MTS recruitment rules will be modified. Open market recruitment  of 25% will be changed and maximum benefits to GDS.
8.     Cash handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be favourably finalized shortly.
9.     Protection of TRCA will be ensured. Orders will be issued shortly.
10.            GDS compassionate appointments---- will be modified suitably
11.            GDS mail man  will be redeployed  suitably
12.            Chapels  will be supplied  to GDS
13.            GDS –cash conveyance allowance existing Rs 50/- per month  will be changed to Rs 50/- per day. Suitable proposal will be sent.
14.            Casual labour . Committee report already submitted . Decision will be made with in a week.
15.            PO & RMS Accountant pay fixation  will be decided favourably.
16.            Restriction posting again to Single handed/ double handed post offices will be relaxed  and Divisional head will decide  case to case.
17.            Un qualified accountant will also be granted Special Pay.
18.            Fidelity bond for Treasurer and Single handed SPM will be abolished.
19.            Clarificatory orders  for Post attached quarters will be issued shortly.
20.            Protection of pay for defunct accountant is agreed
21.            New pension scheme statement will be given periodically
22.            Enhanced Financial Powers for LSG/HSG II and HSG I will be notified with in a month.
23.            Over payment cases against APM (Accounts ) will be considered on Humanitarian angle.
24.            Revision of Honorarium- orders will be issued shortly.
25.             Physically challenged  officials will also be permitted for IPO exam
26.            Cash handling allowance at enhanced rate for TREASURERS will be examined
27.            MACP I/II/III officials will also be eligible for Treasury / Accountant  allowances
28.            Next  JCM Departmental council meeting is to be conducted in Feb 2012
29.            All Circle heads will conduct RJCM with in due Period .
30.            Monthly /Bimonthly / Four monthly meetings will be conducted in due time
31.            Cadre Restructuring  with in 31/3/2012
32.            Another committee will be constituted for  MMS Drivers
33.            PLI/RPLI work will be under taken at RO/CO for the town divisions  where RO/CO is situated
34.            Honorarium  for PLI/RPLI work  will be given
35.            All GDS posts will be filled shortly
36.            Postmaster cadre officials will also be permitted to officiate HSG I/HSG II  Postmasters
37.            Postmaster cadre officials will also be permitted to appear in IPO/Group B exam
38.            PO & RMS Accountant will also be permitted for Postmaster Grade I exam
39.            System Administrator----  conveyance allowance and Road mileage will be granted.  Another committee will be formed for  their Cadre Restructuring  with in a month.
40.            Trainer allowance will be given to System Administrators and WCTC trainers also.
41.            New guidelines will be issued for SBCO  staff RT and transfer
42.            SB Minus balance cases –Our Staff side Proposals will be examined
43.            Contributory negligence factor – Another  instruction will be issued
44.            PO& RMS Accountant – Special Hierarchical will be considered
45.            Declination of promotion before 1/9/2008 - Granting of  MACP in such cases -  orders will be caused to be issued by DOPT
46.            FR 17 A will not be issued for  simple cases only deserves for Dies Non.
47.             Another instruction will be issued  for stopping Melas and training on holidays and Sundays
