GIST OF SETTLEMENT REACHED



        No closure of RMS for three years  and
1.     No one will be transferred to L1 or L2  unless they request so.
2.     L1 sorting hub will be opened on requirement
3.     APMC  will not be opened further. No APMC  for Chennai / Mumbai. Position will be decided after two years.
4.     Speedpost hub will be under RMS.
5.     There will be  NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY DIRECTORATE.
6.     Group of Secretaries under CABINET SECRETARY accepts-  Revision of OTA and GDS BONUS enhanced Limit Rs 3500/-
7.     Postman Exam/ postman recruitment/MTS recruitment rules will be modified. Open market recruitment  of 25% will be changed and maximum benefits to GDS.
8.     Cash handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be favourably finalized shortly.
9.     Protection of TRCA will be ensured. Orders will be issued shortly.
10.            GDS compassionate appointments---- will be modified suitably
11.            GDS mail man  will be redeployed  suitably
12.            Chapels  will be supplied  to GDS
13.            GDS –cash conveyance allowance existing Rs 50/- per month  will be changed to Rs 50/- per day. Suitable proposal will be sent.
14.            Casual labour . Committee report already submitted . Decision will be made with in a week.
15.            PO & RMS Accountant pay fixation  will be decided favourably.
16.            Restriction posting again to Single handed/ double handed post offices will be relaxed  and Divisional head will decide  case to case.
17.            Un qualified accountant will also be granted Special Pay.
18.            Fidelity bond for Treasurer and Single handed SPM will be abolished.
19.            Clarificatory orders  for Post attached quarters will be issued shortly.
20.            Protection of pay for defunct accountant is agreed
21.            New pension scheme statement will be given periodically
22.            Enhanced Financial Powers for LSG/HSG II and HSG I will be notified with in a month.
23.            Over payment cases against APM (Accounts ) will be considered on Humanitarian angle.
24.            Revision of Honorarium- orders will be issued shortly.
25.             Physically challenged  officials will also be permitted for IPO exam
26.            Cash handling allowance at enhanced rate for TREASURERS will be examined
27.            MACP I/II/III officials will also be eligible for Treasury / Accountant  allowances
28.            Next  JCM Departmental council meeting is to be conducted in Feb 2012
29.            All Circle heads will conduct RJCM with in due Period .
30.            Monthly /Bimonthly / Four monthly meetings will be conducted in due time
31.            Cadre Restructuring  with in 31/3/2012
32.            Another committee will be constituted for  MMS Drivers
33.            PLI/RPLI work will be under taken at RO/CO for the town divisions  where RO/CO is situated
34.            Honorarium  for PLI/RPLI work  will be given
35.            All GDS posts will be filled shortly
36.            Postmaster cadre officials will also be permitted to officiate HSG I/HSG II  Postmasters
37.            Postmaster cadre officials will also be permitted to appear in IPO/Group B exam
38.            PO & RMS Accountant will also be permitted for Postmaster Grade I exam
39.            System Administrator----  conveyance allowance and Road mileage will be granted.  Another committee will be formed for  their Cadre Restructuring  with in a month.
40.            Trainer allowance will be given to System Administrators and WCTC trainers also.
41.            New guidelines will be issued for SBCO  staff RT and transfer
42.            SB Minus balance cases –Our Staff side Proposals will be examined
43.            Contributory negligence factor – Another  instruction will be issued
44.            PO& RMS Accountant – Special Hierarchical will be considered
45.            Declination of promotion before 1/9/2008 - Granting of  MACP in such cases -  orders will be caused to be issued by DOPT
46.            FR 17 A will not be issued for  simple cases only deserves for Dies Non.
47.             Another instruction will be issued  for stopping Melas and training on holidays and Sundays

10. Creation of a separate cadre for System Administrators



The issue is a part of the subject matter being considered by Cadre Restructuring Committee. The staff side explained in details the nature of duties of System Administrators which inter alia include acting as a trainer and demanded for grant of travel allowance as per SR 25 and Road Mileage in the event of their moving out of station. The Committee has given its recommendations. Appropriate orders will be issued shortly.

Sub: - Grant of Raod Mileage Allowance to Systems Administrators of Chennai City Divisions – regarding

It is brought to our notice that on receipt of Directorate instructions vide No. 17-01/2011-PAP dt. 23.06.2011, the road mileage allowance hitherto granted to system Administrators of Chennai divisions has been stopped and they were brought under conveyance allowance. This has caused resentment amidst the employees and also put to heavy loss since they have to rush to the spots to attend the unforeseen errors and technical snags only by using their two wheelers in the city. Other conveyances are not suitable to attend the faults from time to time.



In the orders cited in para supra under para 2-1, it is clearly stated that the Heads of circle shall determine the nature of Allowance whether conveyance Allowance, Road Mileage Allowance, TA etc can be attended considering the nature of job as they are the competent authorities.





As such, the chief PMG may weigh the role and responsibilities of the Systems Administrators considering their immediate requirement to attend the faults and also sitting late nights to install software, patches etc. and the non availability of public conveyance at odd hours etc.



In respect of System Administrators working in Chennai City divisions, there is every justification to bring them under the purview of Road Mileage Allowance.



It is therefore requested to kindly consider and cause appropriate orders at the earliest applying the Road Mileage Allowance to Systems Administrators working in Chennai City divisions.



A line in reply about the action taken is highly appreciated.

ROAD MILEAGE ALLOWANCE AND CONVEYANCE ALLOWANCES TO SYSTEM ADMINISTRATOR

Application given for information sought under RTI act 2005 .

Kindly give the answers to the points raised hereunder and the rules thereof .

1. What are the norms and basis at which (a)conveyance allowance and (b) Road Mileage allowance is given or granted to an officials in certain capacities. Please mention PRIP , System Administrators, Marketing Executives , Inspector Posts, Asst Superintendent of PO,s etc.

2. Is there any classification based on the grade of pay or scale of pay for which certain officials come under the purview of conveyance allowance and not Road mileage allowance. Whether the rules are followed uniformly in all Circles of Postal Department.

3. Why a PRIP is given conveyance allowance whether IP/ASP/SP is/are given Road mileage allowance for the entire journeys (below and above:- 8 KM to 16 KM).

4. Can System Administrators be granted Road Mileage Allowance entirely and what are the circumstances if the same cannot be granted irrelevant of measurement of Kilometers of journey.

5. Name of Circles which were giving normal Travelling Allowances of Road Mileage to System Administrators till May 2011. Name of Circles which stopped giving after June 2011. Name of the Circle which still maintains status quo in respect of the payment of T.A bills.

6. What are the 6 CPC recommendations for conveyance allowance and Road mileage allowances.

7. Whether the Travelling Rules of 5 CPC has been superseded on the implementation of 6 CPC then which rules in FR and SR still in force which is of 5 CPC Travelling rules.

8. How does the practicality of traveling via Bus/ Boat be judged and if an office of duty from H.Q involves more than two bus to hire and lot of walking from the stop to the office of duty and reaching that office in time (say System Administrators) is the need of the hour and in public interest (urgent/very important) then will the Road Mileage allowance and travel permission for such a journey in the interest of service be given by Scooter / Motor Cycle or its still limited to conveyance allowance only.

Sir/ Madam,
This is regarding (i) application of Road Mileage Allowance to Systems Administrators, (ii) grant of fixed Conveyance Allowance to Marketing Executives; and (iii) bring the PRI(P)s under TA Rules for the journeys beyond 16 KMs.
2.0 It is reiterated that the Supplementary Rules and the Government Orders thereunder, pertaining to the grant of fixed conveyance allowance, payment of Road mileage and payment of Travelling Allowance to various categories of staff, “including System Administrators, Marketing Executives and PRI(P)s, working in this Department”, for their travels within and beyond 16 KMs, are not only clear and distinct but also their implementation is well within the powers of the Heads of Departments (Heads of Circles in case of Postal Circles).

2.1 It is therefore, requested that the possibilities of payment of Road Mileage Allowance to System Administrators, payment of fixed conveyance allowance to the Marketting Executives may be examined under appropriate rules (ie. SRs 22 to 25, 45 or 46 as the case may be) and Government orders thereunder and decided at Circle level itself. Normal TA/ DA for the journeys beyond 16 KMs from their normal place/ headquarters of duty, may be granted to the PRI(P)s, System Administrators and Marketting Executives, as per the existing provisions available under the Fundamental Rules & Supplementary Rules(Part-II : TA Rules) and Government’s orders thereunder.

2.2 In case the Marketting Executives and System Administrators are also required to travel extensively within 16 KMs, as in the case of PRI(P)s, their cases may also be examined by maintanance of log books for three months with reference to the “GIO(1) below SR-25 prescribing the slabs of distances and corresponding monthly rates of conveyance allowance” and decided swiftly in order to allow the justified allowances to the employees concerned without delay.

3.0 The issue of payment of “fixed conveyance allowance” to the postal assistants assigned the duties of going to Clearing Houses, etc., in connection with clearence of cheques, has also been raised. It is clarified that no such fixed conveyance allowance, like PRI(P)s could be considered for such Postal Assistants as their job cannot be equated with the former. It is therefore, made clear that such officials may be reimbursed actual expenses incurred by them for such visits accoring to their entitlements or prescribed per Kilo Meter rate of road mileage may be granted in case of their journeys carried out through their own scooters/ motorcycles as the case may be, with reference to the applicable rules and instructions.

Applicability of TA to Systen Administrators, MEs,PRIs etc

Directorate has issued detailed instructions vide letter no 17-01/2011-PAP dated 23-06-2011on applicability of various kinds of Traveling allowances, Road mileage and conveyance allowances to System Administrators, Marketing Executives,PRIs etc.

Mileage Allowance for Journeys by Road:

In supersession of S.R.46 and the Government of India’s order thereunder, the grade pay ranges for travel by public/bus/auto/rickshaw/scooter/motor cycle, full taxi/taxi/own car is revised as indicated below:

Officers drawing grade pay of Rs 10,000 and above and those in pay scales of HAG+ and above.
Actual fare by any type of public bus including air-conditioned bus;

OR
At prescribed rates of AC Taxi when the journey is actually performed by AC Taxi;
OR
At prescribed rates for auto rickshaw for journeys by auto rickshaw, own scooter, motor cycle, moped etc.

Officers drawing grade pay of Rs. 5400, Rs. 6600, Rs. 7600, Rs. 8700 and Rs. 8900
Same as at (i) above with the exception that journeys by AC taxi will not be permissible

Officers drawing grade pay of Rs. 4200, Rs. 4600 and Rs. 4800
Same as at above.

Officers drawing grade pay of Rs 2400 and above but less than Rs. 4200.
Actual fare by any type of public bus other than air-conditioned bus;

Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighbouring States:
1. For journeys performed in own car/taxi: Rs. 16 per km.
2. For journeys performed by auto rickshaw own scooter, etc.: Rs. 8 per km.
3.The rate of Mileage Allowance for journeys on bicycle on tour and transfer, is revised from 60 paise to Rs 1.20 per kilometer.

(1) Permanent or consolidated travelling allowance.

(2) Conveyance allowance.

(3) Mileage allowance.

(4) Daily Allowance.

Permanent or Consolidated Travelling Allowance

A permanent monthly traveling allowance may be granted by a competent authority to any Government servant whose duties require him to travel extensively.
Such an allowance shall be in lieu of all other forms of travelling allowance for journey within the Government servant’s sphere of duty and may be drawn all the year round, whether the Government servant is absent from his headquarters or not.
A permanent travelling allowance shall not be drawn during leave, temporary transfer, or joining time or, unless otherwise expressly provided in the rules in this chapter, during any period for which travelling allowance of any other kind is drawn.

Subject: - (i) DC – JCM item No. 49 regarding grant of Road Millage to the staff entrusted the work of Cheque clearance, etc.,
(ii) DC-JCM item No. 60-regarding grant of Fixed conveyance allowance to Marketing Executives.
Sir/Madam,
I am directed to say that in the meeting of the Departmental Council of JCM, held on 27.08.2011, the staff side has inter alia raised the following two issues for consideration and taking appropriate decision.
(i) DC-JCM item No. 49: regarding grant of Road Millage to the staff entrusted the work of Cheque clearance, etc.,
<!--[if !supportLists]-->(ii) <!--[endif]-->DC-JCM item No. 60-regarding grant of Fixed conveyance allowance to Marketing Executive.
2.0 Item 49: - The staff side stated that the work of clearance of cheques should not be brought under the ambit of conveyance Allowance as the officials entrusted the work pertaining to clearance of cheques, have to travel 40-45 KMs. a day and used to incur an expenditure of minimum Rs.50/- every day. Besides, they have also to pay parking charges for their vehicles. The present rate(s) is/are not sufficient to meet the requirements.
2.1 Item: 60: - In this item, the Staff side has contended for payment of a fixed conveyance allowance of Rs.1000/- per month to the Marketing Executive, which in their views would meet the expenditure being incurred by them during their extensive travels with in the areas, while performing their duties.
3. The matter have been considered at Directorate level. As both the matters pertain to various Circles, having different kinds of situations and circumstances in accordance with their ground realities, it has been desired to have both the issues examined in detail by the Heads of Circles in the first instance, and have their detailed reports, the practice followed in their circles, applicability of various rules and instructions on the subject, any representations, etc., from the concerned staff comments and recommendations of the HOC as well as estimated/ additional financial implications, if any, alongwith the views of their CIFAs; in order to examine the matters further at Directorate level.
4. It is, therefore, requested that both the matters may kindly be examined in detail at Circle Level and comprehensive reports may kindly be sent to this Directorate at the earliest.
