CADRE RESTRUCTURING OF GROUP ‘C’ EMPLOYEES OF DEPARTMENT OF POSTS

We are exhibiting below the proposal of the Department, regarding Cadre Restructuring along with the letter submitted by staff side to the Department, for modification of the proposal. As on date, the Department is not ready for any favourable modifications. We are continuing our effort to get it modified. Meanwhile all the Circle/Divisional Secretaries and office bearers are requested to intimate their view points on the proposal of the Department and also regarding the modifications suggested by the staff side. Department is ready to sign the agreement without any modification. In that case what should be our stand?

The Committee constituted by the Department on cadre restructuring of Group ‘C’ employees vide No. 25-04/2012-PE I dated 23rd Oct 2013 held its discussions on 04th Feb 2014 at 1500 hours & on 05th Feb 2014 at 1430 hours under the Chairmanship of Shri V. P. Singh, DDG (Personnel). The following were present: -

2. The Committee had earlier met on 27th Nov.

3. The representatives of the Staff side informed that Postal Assistant cadre officials are getting promotions in promotional hierarchy to Grade Pay of Rs. 2800/- (PB-1) in Lower Selection Grade at a time when they are already placed in the Grade Pays’ of Rs. 4200/- (PB-2) or Rs. 4600/- (PB-2) on award of financial upgradation(s) under MACPS. At this, the official side asked Staff side to furnish copies of the orders on above lines from few Circles to corroborate the above claim. The Committee recommends that before processing these recommendations, Establishment Division may obtain the same from Staff Side. After discussions, the following recommendations in respect to the cadre restructuring of Group ‘C’ employees were agreed to by the Department.

India Post readies plan to start bank

The postal department has appointed Ernst & Young as consultant for the project and based on the detailed project report, it will approach the Union cabinet for a final go ahead.


NEW DELHI: The Reserve Bank of India having opened the window for new bank licences, the postal department is finalizing the blueprint to set up a bank of its own at yourneighbourhood post office, a move that will challenge the dominance of large public sector lenders in smaller towns and rural India.

While the department already has a balance sheet of Rs 6.18 lakh crore, which includes deposits of around 5.5 lakh crore, it is expected to set up a new entity that will function as the bank. Transferring the existing deposit base to the bank or converting the entity into a bank will entail an initial capital base of around Rs 55,000 crore to meet RBI's requirement, which the government will find difficult to provide. So, the proposed bank will start with the minimum capital requirement of Rs 500 crore, said a source familiar with the development.

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.


Consultant appointed

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’


“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.
Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.


As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.

Call to increase Retirement age of Bank Employees to 65


The retirement age for bank employees should be increased to 65 for better utilisation of the services of seniors, said INTUC national president G. Sanjeeva Reddy.

Many officers were joining private financial institutions after their superannuation and extending quality services. The Public Sector Units were unable to make use of their services fully as they were retiring by 60, he opined.

Speaking after inaugurating the Eighth Biennial Conference of Union Bank Officers’ Congress of Andhra Pradesh here on Sunday, Mr. Reddy said the INTUC was opposed to the disinvestment plans and selling of shares to private companies from PSUs. He promised bankers of a discussion on their problems with the Centre.

Vijayawada MP Lagadapati Rajagopal, who attended the conference, said banks would collapse if NPAs increased, and underlined the need for prompt payment of loans borrowed by bigwigs.

Advice to seniors

Union Bank of India Staff College Principal P.S.N.M. Sarma said the bank recruited 5,500 employees in the last five years. But, the young officers were leaving the organisation as private financial institutions were offering good salary. The senior officers in banks should change the mindset of the fresh recruits and prevail upon them to stay in the organisation and help in the growth of business, said UBI Hyderabad Deputy General Manager M.N. Teppalwar. The officers appealed to the INTUC president to raise voice on behalf of the All India Union Bank Officers’ Congress (AIUBOC) on wage revision in the proposed bipartite talks.

Mr. Sanjeeva Reddy along with the MP and the bank officers released the ‘service rules’ book of the UBI. Later, they felicitated the branch officers of various districts. Bank officers from the neighbouring States also attended the conference.

AIBUOC president Syed Allbaksh, AP unit president M.M. Bhaskara Rao, general secretary V.V. Ramana, DGMs I.C. Amruth Kumar, D.V. Gupta, and K.L. Raju, and retired officers participated.

EDITORIAL POSTAL CRUSADER FEBRUARY-2013

WE ARE NOT GOING TO SURRENDER.


JOIN THE TWO DAYS STRIKE ON FEBRUARY 20 & 21

We, the Postal employees, have a proud and inspiring history of participating in the freedom struggle of our country against the British imperialism and in the post-independent India against the onslaughts of the retrograde policies of the Government of India. Many of our leaders and comrades have sacrificed their life for the cause of the coming generation. Job security, wages, pension and other service benefits are all the outcome of the struggle and sacrifice of hundreds and thousands of such comrades. They faced dismissal, removal, suspension, increment cut, transfer to remote places, break-in-service and other severe victimisations. Dies-non was not at all a punishment for them. They never complained about wage-cut due to dies-non. Not even a single benefit was given by the Government without struggle and consequent heavy victimisations. 1st to 6th Pay Commissions were appointed by the Government only after the united struggle of the employees, each time.


Now we are facing a very crucial and critical situation. The ill-effects of the neo-liberal economic policies of the Central Government has become the greatest threat to the survival of the entire working class, especially Central Government employees including five and a half lakhs Postal, R M S and Gramin Dak Sevaks. The question before us is -Are we able to protect our job security and hard-earned benefits? Are we ready to fight or are we going to surrender before this attack? The answer is - No. We are not going to surrender. We will continue our fight till the imperialist globalisation policies are thrown to winds, just as we have thrown the British imperialism out of our country. We are not alone, crores and crores of workers and employees are with us in this fight. We are ready for sacrifice. We are not going to run away from our responsibilities. We shall face the challenge and continue our fight to change the system in our favour. Ultimate victory will be ours.

It is this uncompromising spirit and the readiness for sacrifice, that made National Federation of Postal Employees (NFPE) to join the two-days historic strike of the working class on 2013 February 20, 21. The strike is being organised by the entire trade unions including INTUC, BMS and the left trade unions. In the Postal, the strike is organised by Central JCA, including NFPE and the INTUC affiliated FNPO. This is the first time in the history of India a cent per cent united strike of 48 hours by all the Unions and Federtions is taking place. More than ten crores workers will participate in the strike. The working class of India, in one voice, demand the UPA Government to change the imperialist globalisation policies.

Central Government employees are the first victims of the neo-liberal economic policies pursued by the Central Government from 1991 onwards. During the last twenty years about eight lakhs posts are abolished. Still five lakhs posts are lying vacant in various departments. Many departments are closed or privatised. More and more casual and contract workers are engaged. Social security schemes, including statutory Pension scheme are given a go-bye. Instead, share market oriented contributory Pension scheme is introduced. Three lakhs Gramin Dak Sevaks of the Postal department are denied of their legitimate rights. Casual, Part-time, contingent employees are not given their due wage revision. Even compassionate appointments are denied imposing arbitrary restrictions. Bonus ceiling not raised. Further the Government has declared the National Postal Policy 2012 which is nothing but a road-map to privatisation of Postal Services by granting licences to the multi-national courier services.

The demand for appointment of 7th Pay Commission is not yet accepted, inspite of the thundering success of the 12th December 2012 strike organised by Confederation of Central Govt. Employees & Workers. As an impact of the strike, all the Central Trade Unions have submitted a memorandum to the Finance Minister to announce constitution of 7th CPC in the February 2013 budget itself. Still the Government is silent on Pay Commission and merger of 50% DA. February 20, 21 strike is a continuation of 12th December strike.

The steep rise in prices of essential commodities, disbanding of the public distribution system, deregulation of petrol and diesel prices , disinvestment of public sector, rise in unemployment, shrinking of employment opportunities, proposed move to amend the labour laws in favour of the employers, attack on social security, denial of assured pension for all, introduction of contract and casual labour system in all sectors, denial of minimum wage of Rs.10,000/- to industrial workers, refusal to remove bonus and PF ceilings etc. are all due to this neo-liberal economic policies.

The attack is all round. To save the Postal, to save the Central Govt. departments, to save the public sector, to save the common people and workers of our country including Postal employees the only way out is to fight back these policies. Let us wholeheartedly join this struggle and make it a historic success

Setting up of automatic mail processing centre (AMPC) at Hyderabad

HYDERABAD: To sort out mail quickly, the postal department (India Post) will set up its state-of-the art automatic mail processing centre (AMPC) at Pedda Golkonda village near Shamshabad. The integrated facility will sort out letters and parcels at a central place.




On Monday, Union minister of state for communication & information technology DrSmt Killi Kruparani visited a three-acre site where the AMPC would be built at a cost of Rs 40 crores over a period of two years. Hyderabad would become the third city in the country after Mumbai and Chennai to have an AMPC.



The AMPC would have two machines, one for sorting letters and another for large size articles. The letter sorting machine (LSM) would have the capacity to sort about 35,000 letters per hour, while the mixed mail sorting (MMS) machine could handle 20,000 articles per hour. In Andhra Pradesh Circle, 20 lakh mails are handled daily, with 8.2 lakh of mail pieces handled in Hyderabad city alone.



Another uniqueness feature of these machines is the latest optical character recognition (OCR)-Video Coding System (VCS) that can read address written on mail and sort them to the correct destination.

Postal Department to set up Post Bank of India, soon

The Indian Department of Posts may complete the planning phase for the creation of the Post Bank of India very soon. Post Bank of India is being set up to provide all banking facilities to the rural population, who have to rely upon informal sources for credit and other financial requirements.
It is reported that a detailed project report (DPR) will be submitted in a few weeks from now explaining the organization structure of the proposed institution. The DPR is likely to describe the relationship amongst the founding bodies, the Department of Posts and Post Office Savings Bank with the Post Bank of India.
For implementing the DPR, an external body of foreing consultants has been selected. The implementation of the project may be carried out by anyone of the firms - McKinsey & Co, Boston Consulting Group, Accenture Services, KPMG Advisory Services and Ernst & Young. The DPR will be finalized by December 31, 2012.
Post Bank of India is being established as a profit making institution particularly to help Department of Posts in lessening its losses.

Contributing to the financial inclusion of the rural people:

(A)       Wage disbursal under Mahatma Gandhi National Employment Guarantee Act (MGNREGA): Extensive rural postal network of the country is actively engaged in disbursal of wages of MGNREGA with high levels of efficiency. During the year 2012-13 the Post Offices disbursed about Rs 9,133 crore by October, 2012 through about 5.53 crore savings accounts of MGNREGA workers standing in the Post Offices. Thus, the Department of Posts significantly contributed towards the success of this unique social security arrangement of unprecedented scale.
(B)       Financial Inclusion of Below Poverty Line (BPL Household:Department of Posts leveraged its network and outreach to financially include BPL households by targeting them for opening their savings accounts in the Post Offices and thus providing them with access to savings services. During the Year 2012-13 more than 1.53 crore households were financially included through this initiative by October, 2012.

DOP proposes to open 80 Branch Post Offices and 50 Sub-Post Offices in the country during 2012-13


India has the largest number of Post Offices in the world. However, 5,00,327 villages are without Post Offices in the country. Opening of Post Offices is an on-going process. New Post Offices are opened as per the prescribed norms and subject to availability of Plan funds and manpower. It has been proposed to open 80 Branch Post Offices and 50 Sub-Post Offices in the country during the current financial year (2012-13).

24,969 departmental Post Offices have been computerized, out of which 21,606 Post Offices have been provided electronic money order facilities. The Department has a plan to provide these services through all Post Offices in phased manner and it is expected to be completed during the current Plan. 

This information was given by Dr. (Smt.) Killi Kruparani, Minister of State for C&IT in written reply to a question in Lok Sabha today.

ALLOTMENT OF STAFF QUARTERS TO PMS/SPS-REGARDING.


D.G. Posts No. 18-9/2010-Bldg. dated 10.05.2012. (Addressed to All the Heads of Postal Circles)
            I am directed to refer to the department’s letter of even no. dated 28.03.2011, enclosing herewith instructions issued vide letter no. 7-6/99-Bldg. dated 13/14.12.2001. The part (C) of the instructions pertains to ‘allotment of post attached/rent free residential accommodation’.
2.         It has been brought to the notice of the Department that in some circles, there has been resentment among the PMs/SPMs on being forced to accept quarters that are not in the premises of post offices, as post attached quarters. The matter has been under consideration in the Department for some time.
3.         It is hereby clarified that the quarters, which are within the premises/building of the post offices, need only be declared as post attached quarters; which the PMs/SPMs are bound to occupy. However, in other cases, i.e. quarters which are not in the premises/building of the post office, it may be left to the discretion of the concerned Pos/SPMs whether to accept or not accept such quarters.
4.         This may kindly be brought to the notice of all concerned for information, guidance and necessary action.
5.         This issues with the approval of Member (Planning).

 The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive. 
           The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh. 
        The Minister said nearly 25000 Departmental Post Offices have been computerized. The Department offers a number of premium services like Speed Post, Express Parcel Post, Logistics Post etc. to generate additional revenue for the Department, he added.

OPENING NEW POST OFFICE

The Minister of State for Communications & Information Technology Shri Sachin Pilot, informed Rajya Sabha today that a proposal for opening of Post offices has been received from Chhattisgarh Government during the current financial year for opening of 1927 new rural branches of Post offices at 1927 Gram Pachayat Headquarters.

Department of Posts has included it in its 12th Plan Proposal and has presented it to the Planning Commission.

AFTER WAITING 30 YEARS, 150 POSTAL STAFF REGULARIZED



Chennai, Mar 9, 2012(TNN): After waiting for 30 years, close to 150 employees of the postal department will finally become regular employees, thanks to the interventionof the Central Administrative Tribunal ( CAT). A bench of G Shanthappa, judicial member and R Satapathy, administrative member, passed orders on the matter.

The applicants were appointed mazdoors with the department of posts in 1982. While joining, they were assured that their services would be regularised. Based on directions in a Supreme Court judgment, the department introduced a scheme in 1991 which stipulated that all casual labourers who worked for eight hours a day for 240 days every year as on November 29, 1989 would be conferred temporary status. 
Those who were granted temporary status and had worked for three consecutive years would be conferred with ‘Group D’ status. These employees – who are now called multi-tasking staff – would be eligible for pension and other service benefits. 

When they approached the tribunal in 2010, they were directed to make individual representations to authorities by listing out their grievances. But their claims were rejected mainly on two grounds – that they were overage and that they did not have the qualification. 
When their fresh applications came up for hearing, M Ravindran, additional solicitor general who appeared for the Union government, said authorities did not have any objection to regularise their services. 
The bench said there “cannot be any hindrance for the absorption of applicants” who have been working for so long. “It has also come to our notice that there are enough vacancies to accommodate the applicants before us,” the bench said. 
Authorities were directed to consider regularising these applicants and give age relaxation and training for those who did not possess matriculation skills within three months.

EXPANSION OF POSTAL SERVICES


The Government has formulated comprehensive working plan for the development, expansion and modernization of postal services. Under this, major activities , as laid out in XII Five Year Plan, include opening of branch Post Offices, setting up of Automatic Mail Processing Centers, development and deployment of Rural ICT solution, deployment of Core Banking, increasing insurance cover, establishment of Parcel and Logistics Post Hubs, up gradation of Speed Post Centers, Human Resource Training to Personnel, construction of Post offices/administrative offices, installation of Solar Power Packs and setting up of Postal Training Centers.

EXPANSION OF POSTAL AND TELECOM CIRCLES


There is no proposal for expansion of Postal Circles. However, modernization of Post Offices in all Postal Circles is underway.
The Government has initiated a project called “Project Arrow” for modernization of Postal Circles across the country. The project envisages upgradation of post offices in urban and rural areas both in terms of upgrading and enhancing the quality of service in ‘core areas’ and improving their ‘look and feel’. The project aims at creating a conducive and friendly work environment both for the staff and the customers visiting the Post Offices, providing connectivity, and improving the service quality levels in the core business areas.
