OFFICE MEMORANDUM

Subject: CCS (LTC) Rules, 1988 - Visit to Andaman & Nicobar Islands instead of Home Town LTC and travel by air from Kolkata or Chennai to Port Blair and back – relaxation thereof.

The undersigned is directed to say that in relaxation of rule 8 of the CCS (LTC) rules, 1988, the Government have now decided to allow all eligible Central Government employees to avail LTC to visit Andaman & Nicobar Islands instead of their home town in their entitled mode and class of travel. It has also been decided in relaxation of rule 12 of the said rules to permit all Group A and B Government servants to avail this facility by air economy (Y) class on national carrier only from Kolkata or Chennai to Port Blair and back and allow air fare reimbursement accordingly.

2. These orders shall be in operation for a period of six months from the date of issue.

3. In their application to the staff serving in the Indian Audit & Accounts Department, these orders issue after consultation with the Comptroller & Auditor General of India.

No.31011/2/2003-estt.(A) dated 18/6/2010 regarding relaxation for travel by air to visit J&K, clarifications have been sought by Government servants/various Ministries/Departments from time to time. The doubts raised by various authorities have now been clarified by Ministry of Finance (Department of Expenditure) as under:-

The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-

(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against conversion of one block of their Home Town LTC.

(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled class.

(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India. Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their entitlement.

(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.

(v) This scheme shall be effective from the date of issuance.

2. These orders shall be in operation for a period of two years from the date of issue of this O.M.

3. In their application to the staff serving in the Indian audit and Accounts Department, these orders issue on consultation with comptroller and Auditor General of India.

Subject: Guidelines on Air Travel on Tours / LTC.

This Department is receiving repeated references seeking clarifications with regard to purchase of Air tickets through authorized agents and relaxation for travel by Airlines other than Indian Airlines. The following guidelines may be noted for compliance:

1. On Official Tours :

(i) For travel by Airlines other than Air India because of operational or other reasons or on account of non-availability of Air India flights, individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry's OM No. 19024/1/2009-E.IV dated 13.07.09.

(ii) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours.

2. LTC :

(i) Travel by Air India only.

(ii) In Economy class only, irrespective of entitlement.

(iii) LTC-80 ticket of Air India only to be purchased.

(iv) Air Tickets may be purchased directly from Airlines (at Booking counters / Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No. 31011/6/2002-Estt.(A) dt. 02.12.09).

3. LTC for J&K :

(i) Relaxation to travel by Private Airlines to visit J&;K while availing LTC is available to all the categories of Govt. employees, including those entitled to travel by Air [DoPT OMs No. 31011/2/2003-Esst.(A-IV) dated 18.06.10 and 05.08.10 refer].

(ii) For purchase of Air tickets, however, the procedure as given under para 2 (iv) above should be followed.

4. All Ministries/Departments of Govt. of India are requested to strictly adhere to these instructions.

Sub: Clarification regarding Relaxation for travel by air to visit J&K against All India LTC.

The following doubts regarding admissibility of LTC claim on account of air travel to NER/J&K against all India LTC availed by a Government servant (being non entitled to travel by Air) whose HQrs. Office and home town is the same was taken up with DoP&T for clarification:

(i) Whether an individual who is not entitled to Home Town Concession (due to his HQrs and home town being same) can convert his All India LTC to  visit NER/J&K, and,

(Ii) Whether he will be allowed to travel by air to NER/J&K on conversion of his All India LTC (being non-entitled to travel by air) or not, in terms of

the guidelines laid down In GoI, D0P&T OM No. 31011/4/2007-Estt(A) dated 02.05.2008 and OM No. 31011/2/2003-Estt.(A-IV) dated 18.06.2010.
2. The D0P&T has clarified vide its OM No. 31011/8/2010-Estt.(A) dated 21st December 2011 that “a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. And journey upto Delhi/Amritsar will have to be taken as per their entitlement.”

Air India LTC 80 Fare chart up to 11th November-2011


Central Government Employees drawing grade pay of Rs.5400 and above can travel by air for the 
tours performed on official duty and while proceeding on LTC. In addition to this eligibility, all Central Government employees can either fully travel by air or for partial distance depending on the classification of their post as “A”, “B” or “C”, while proceeding on LTC to North East Region and Jammu & Kashmir.
However, the air fare that is reimbursed by the Government for LTC will be restricted to LTC 80 fare relating to flights opertaed by Air India.

What is LTC 80?

LTC 80 is a scheme offered by Air India for booking air tickets when central government officers avail LTC. Prior to July 2009, tariff under LTC 80 was not very significant as officers were allowed to travel in private airlines while claiming LTC. In such cases rates under LTC 80 were reimbursed to officers irrespective the amount spent by them for traveling in private airlines.

The undersigned is directed to refer to DOP&T O.M. of even number dated 14.3.08, allowing tours by road conducted by the Indian Railway Catering and Tourism Corporation (IRCTC), a Government of India's undertaking under the Min. of Railways for the purpose of reimbursement of LTC by Government servants on the lines of ITDCISTDC and to say that as the IRCTC is also offering tour packages involving air travel in the sectors like Delhi - Leh, Delhi - Srinagar, Jaipur -Goa, ChennailCalcutta - Port Blair etc., the question of allowing LTC packages of IRCTC,including the component of air travel has been examined in consultation with theMin. of Finance.

2. It has now been decided to allow the re-imbursement of air fare along with rail and road fare in the case of LTC journey 'of Government servants in tours offered by IRCTC for reimbursement under LTC provided the IRCTC indicates and certifies the 3 components separately and booking of tickets is done by IRCTC fully complying with the instructions of Govt. of lndia issued from time to time in this regard such as journey by Air lndia under LTC 80 scheme in economy class without package benefits etc.

Where advance has been drawn, the claim for reimbursement shall be submitted within one month of the completion of the return journey.

Administrative Ministry/Department concerned can admit the claims in relaxation of the provisions subject to the following time limits without reference to DoPT:

Can a Govt. servant visit NER or N&K on more than one occasion on conversion of Hometown under the relaxation allowed for LTC visits to NER/J&K?

Govt. servant who has availed the benefit of Home Town conversion to NER/J&K in one block (say 2006-2009) can again visit NER/J&K in the new/next block (say 2010- 2013) subject to availability of LTC in a allowed particular block so long as the relaxation is in force.

Can a Govt. employee avail of air travel to NER/J&K in case of All India LTC if his Home town and the Headquarters are at the same place?

Both NER and J&K scheme of LTC allow relaxation for air travel on All India LTC to all categories of employees to the extent specified in the DOP&T’s O.M 31011/4/2007- Estt.(A) dated 02.05.2008and DOP&T’s O.M 31011/2/2003-Estt.(A) dated 18.06.2010 even if the Hometown and the Headquarters are same.

Whether Govt. servant who has already availed one Home Town LTC in the current block can avail LTC to visit NER? 
Yes, he can avail it against All India LTC.

Yes, a Govt. servant can visit NER/J&K by conversion of his Home Town LTC and also by availing All India LTC subject to validity period of the scheme and fulfilling of other conditions.

A fresh recruit Govt. servant can also avail benefit ofHome Town conversion to NER/J&K against one of the three occasions of Home Town available to him in each block.

Any Govt. employee can avail of the relaxation for visiting NER/J&K and convert one Home Town LTC for such visit in a block of 4 years as long as the relaxations continue.

No, the dependent parents of fresh recruits can not avail LTC for the journey from Home Town to Headquarters and back.

LTC Rules do not permit reimbursement for journey by a private car (owned/borrowed/hired) or a bus/van or other vehicle owned by private operators. LTC facility shall be admissible only in respect of journeys performed in vehicles operated by Govt. or any Corporation in the Public sector run by the Central or State Govt. or a local body. Rule 12(2) of CCS(LTC) Rules,1988 read with-

Whether airfare of children whose full fare is charged by the airlines is reimbursed? 
If full fare has been charged by the airlines and paid by the Government servant, the same will be reimbursed.

Can a Govt. servant use the service of travel agents for LTC purpose? 
Yes, but it should be limited to M/s Balmer Lawrie and Company and M/s. Ashok Travels and Tours.

What is the definition of family for LTC?

For LTC purpose, family consists of 

(i) Spouse of the Govt. servant and two surviving unmarried children or Step children. 

(ii) Married daughters, who have been divorced, abandoned or separated from their husbands and widowed daughters residing with and wholly dependent on the Govt. servant. 

(iii) Parents and/or step parents residing with and wholly dependent on the Govt. servant. 

(iv) Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. servant provided their parents are either not alive and are themselves wholly dependent on the Govt. servant.

What are the dependency criteria?

A member of family whose income from all sources, including pension, temporary increase in pension does not exceed Rs.3500 from 01.09.2008 and Dearness relief thereon is deemed to be wholly dependent on the Government servant.

Can parents/children residing at other places avail LTC to visit the Govt. servant at Headquarters and go back?

No, reimbursement of LTC claims being restricted to the entitlement for journey between Headquarters and place of visit, the , amount reimbursable in such cases is nil.
