OFFICE MEMORANDUM

Subject:      Clarification regarding re-imbursement of LTC-80 fare.


      The undersigned is directed to refer to this Department’s OM No.7(1)/E.Coord/2008 dated 4-12-2008 wherein Air India’s LTC 80 scheme was introduced from 1st December, 2008, for LTC travelers entitled to travel by Air. A number of references from different Government Departments/offices have been received in this Ministry seeking clarification whether the prevailing fare on the date of booking of LTC 80 tickets is to be reimbursed or claim is to be restricted to Air India’s LTC 80 fare as on 1 December, 2008.

2.      The matter has been considered in this Ministry and it is clarified that the fare paid on the date of booking of ticket under LTC 80 scheme of Air India may be reimbursed.

Sub:- Requirement of LTC-80 Certificate
It has come to the notice of the HQrs office that some audit offices under the jurisdiction of PCsDA/CsDA are insisting on the requirement of LTC-80 certificate when the Air entitled officials are paying airfare for traveling on LTC in Air India which happens to be less than the LTC-80 fares.
The matter has been examined in the HQrs office and it is stated that requirement of LTC-80 certificate may not be insisted upon. The LTC fares are promulgated on official Air India Website periodically and the same can be downloaded through URLhttp://airindia.in/SBCMS/Downloads/WebFares.pdf to deal with such  cases. The recent fare revision for LTC is updated on 01st Sept’ 2011.

The onus lies with the audit authorities to keep the LTC rates updated which is revised from time to time by Air India authorities and make payments accordingly.

Subject:- CCS(LTC) Rules, 1988-Relaxation for travel by air to visit J&K.

           The undersigned is directed to refer to the O.M. of even number dated the 18.6.2010 and to state that the Ministry of Finance (Department of Expenditure) have clarified that the term ‘Entitled class” mentioned in para 1(ii) of the above quoted O.M. refers to “Economy class” only. All LTC claims for travel by air may accordingly be restricted to LTC-80 Economy class air fare of Air India from the date of issue of this Office Memorandum.

2. Past cases already settled will not be re-opened.

Subject: Guidelines on Air Travel on Tours / LTC.

This Department is receiving repeated references seeking clarifications with regard to purchase of Air tickets through authorized agents and relaxation for travel by Airlines other than Indian Airlines. The following guidelines may be noted for compliance:

1. On Official Tours :

(i) For travel by Airlines other than Air India because of operational or other reasons or on account of non-availability of Air India flights, individual cases for relaxation to be referred to M/o Civil Aviation, as stated in this Ministry's OM No. 19024/1/2009-E.IV dated 13.07.09.

(ii) Air Tickets may be purchased directly from Airlines (at Booking counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours.

2. LTC :

(i) Travel by Air India only.

(ii) In Economy class only, irrespective of entitlement.

(iii) LTC-80 ticket of Air India only to be purchased.

(iv) Air Tickets may be purchased directly from Airlines (at Booking counters / Website of Airlines) or by utilizing the services of Authorized Travel Agents viz. M/s Balmer Lawrie & Company, M/s Ashok Travels & Tours and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No. 31011/6/2002-Estt.(A) dt. 02.12.09).

3. LTC for J&K :

(i) Relaxation to travel by Private Airlines to visit J&;K while availing LTC is available to all the categories of Govt. employees, including those entitled to travel by Air [DoPT OMs No. 31011/2/2003-Esst.(A-IV) dated 18.06.10 and 05.08.10 refer].

(ii) For purchase of Air tickets, however, the procedure as given under para 2 (iv) above should be followed.

4. All Ministries/Departments of Govt. of India are requested to strictly adhere to these instructions.

LTC 80 fare


NACIL is offering you a revised Leave Travel Concession Scheme (LTC-80), which was presently being offered under LTC-30 with effect from 01st December,2008.
Highlights:
  1. Under this scheme you can travel in Economy Class on all operational domestic sectors.

  2. You can not avail child & Infant Fare or any other discount under this scheme.

  3. Tickets booked under LTC Scheme are refundable. However you will have to pay refund Fee of Rs. 100 per ticket, cancelled at least 1hour prior to the departure. But if you get the Ticket cancelled less than 1hour prior to the departure, it will be treated as no-show.

  4. you can re-book and change your reservation by paying just Rs.100 per ticket at least 1hour prior to departure.

  5. After commencement of the journey you can not Re-Route your booking.

  6. For verification you are required to carry the Employee Identity Card while traveling. You are also required to present your Employee identity card at the time of issuance of the tickets for necessary endorsement on the tickets.

  7. Your ticket will be Non-endorsable and valid to travel on Air India only.

  8. If you are an Employee of the State, Central Government, Public Sector Undertakings or employee of the educational institutions recognized/aided by Centre, State Government and or affiliated to any of the University/ Educational Boards then you and your family members traveling on leave and availing LTC facility are eligible for availing this scheme. 
  9. Under this scheme your booking should be on confirmed basis.

  10. You can purchase your ticket under this scheme from Air India booking offices and approved travel agents.



    1   Flight Routing    
                    
    a) D    – Direct  Flight to Destination without any stop.
                    
    b) V    – Via   Flight to Destination without any change of aircraft but with a stop.
                    
    c) C    – Flight to destination with a change of aircraft at a transit  point. Stop-over permitted at the transit point  (Refer Table V on Link Fares)
                    
    d)  B* & Y* Passengers Purchasing tickets under B &Y fare basis permitted to travel in Executive class under ZSPL &DSPL fare basis. Bookings
    to be effected in Z & D RBD respectively. Offer valid for travel till 15th September, 2011
    2 a) EAP30 & SAP 7 Fare Levels are Advance Purchase Fares which are  available for sale 
    upto 30 days, & 7 days in advance before schedule date of deaparture of the flight.
    EAIP14, SAIP5 & TAIP3 Fares are Advance Purchase fares  which  may be available till D-0
    b) Fares  under  RBD U  on select flights  available  under different fare basis depending on the schedule time of departure.
    c) Reference Short Term Promotional fares under Table III :
    For Economy Class Travel
    UEIP/LEIP1/UEIP1/ED!/ TD1/SD1 fares are instant purchase fares while ED7 & ED14 /SAIP5/TAIP3 are Advance Purchase fares
    3 Taxes, Fee & Charges
      In addition to the above fares Passenger Service fee, Airport Development Fee (wherever applicable) and Service Tax would be applicable.
    a) Passenger Service fee is Rs. 229 except  (a) Ex Jammu,Srinagar  Leh where it is 207 & (b) ex Bangalore, Hyderabad  & Kochi it is 221/-
    b) Airport tax (UDF)  ex  Hyderabad Rs. 475, Bangalore Rs. 260, Jaipur Rs. 150,
    Amritsar Rs. 150, Trichy Rs. 150, Vishakapatnam Rs. 150, Udaipur Rs. 150, Ahmedabad Rs. 121, Mangalore Rs. 150, Varanasi Rs. 150.   
    c) Service Tax  would be additional.
    4 Fare Rules:
    All fares are refundable.
    Fee for Refund/revalidation/re-issuance  is levied as detailed under:
    (i) First/Executive & Economy class( Y ) and LTC fares
    (ia)On Refund -  a processing fee of Rs.200 per coupon is levied.
    (ib) No re-issuance and revalidation fee is  applicable.
    (ii) Tickets issued  on fares (  under fare basis B to EAP30 ) & Link fares
    (iia) On  refund ,a processing fee -Rs.750 per coupon is levied.
    (iib) For revalidation /re-issuance  , fee of Rs.500 per coupon is levied.

Air India LTC 80 Fare chart up to 11th November-2011


Central Government Employees drawing grade pay of Rs.5400 and above can travel by air for the 
tours performed on official duty and while proceeding on LTC. In addition to this eligibility, all Central Government employees can either fully travel by air or for partial distance depending on the classification of their post as “A”, “B” or “C”, while proceeding on LTC to North East Region and Jammu & Kashmir.
However, the air fare that is reimbursed by the Government for LTC will be restricted to LTC 80 fare relating to flights opertaed by Air India.

What is LTC 80?

LTC 80 is a scheme offered by Air India for booking air tickets when central government officers avail LTC. Prior to July 2009, tariff under LTC 80 was not very significant as officers were allowed to travel in private airlines while claiming LTC. In such cases rates under LTC 80 were reimbursed to officers irrespective the amount spent by them for traveling in private airlines.
