Latest Clarification on Children Education Allowance/Hostel Subsidy : Dopt issued orders on 31st May, 2012.


Clarification on the subject of the definition of 'station' for the purpose of Hostel Subsidy under Children Education Allowance Scheme. The Department of Personnel and Training has issued the clarification orders regarding the above subject today. 
It has been clarified that the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence shall be admissible and it is further clarified that grant of Hostel Subsidy is not related to transfer liability of the Government servant.

OFFICE MEMORANDUM

Subject: Children Education Allowance/Hostel Subsidy — Clarification

Subsequent to clarifications issued vide O.M.No.12011/3/2008-Estt.(Allowance) dated 11.11.2008 and O.M.No.12011/08/2010-Estt.(AL) dated 30.12.2010, on the captioned subject, references have been received on (i) definition of the term “station” and (ii) admissibility of Hostel Subsidy and Children Education Allowance in respect of children pursuing diploma / certificate courses from polytechnic / ITI / Engineering College, after passing 10th standard.
2. After due consideration of the references in consultation with the Department of Expenditure, the following has been decided:
a. The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence. The reimbursement would be subject to other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time. It is further clarified that grant of hostel subsidy is not related to transfer liability of the Government servant.
b. To allow reimbursement of Children Education Allowance/Hostel Subsidy for the initial two years of a diploma/certificate course from Polytechnic / ITI / Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11th and 12th standards. This is further subject to fulfilment of other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time.
3. This comes into effect from the current academic year.

SUBJECT : ENHANCEMENT OF VARIOUS ALLOWANCES BY 25% FROM 1.1.2011 OWING TO OVER 50% INCREASE IN DEARNESS ALLOWANCE – REG.

The undersigned is directed to say that a number of references and queries have been received in this Directorate from various Circles seeking clarifications in respect of increase of various allowances consequent upon increase in the Dearness Allowance beyond 50% w.e.f. 1st January, 2011. The issue has been examined in consultation with Ministry of Finance (Department of Expenditure). It may be recalled that, on implementation of the recommendations of the 6th Central Pay Commission, necessary orders in respect of various allowances and certain advances were issued by the Government. Some of these orders inter alia stipulated that such Allowances/advances shall automatically increase by 25% whenever Dearness Allowance goes up by 50%.


2. It is, therefore, clarified that such orders in respect of the allowances and advances, which provide for their automatic  increase by 25% whenever Dearness Allowance goes up by 50%, do not require further confirmation/clarification for complying with the said stipulations.

3. However, such Allowances and Advances are mentioned below for ready reference of all concerned :

1. Children Education Allowance including Hostel Subsidy, etc.

2. Special Allowance

3. Cash Handling Allowance

4. Washing Allowance

5. Split Duty Allowance

6. Bad Climate Allowance

7. Special Compensatory (Remote Locality) Allowance

8. (a) All components of Daily allowance on tour, 
    (b) Mileage Allowances for road and bicycle journeys on tour

9. Special Compensatory (Hill Area) Allowance

10. Special Comp. Scheduled Tribal Area Allowance

11. Project Allowance

14. Special Allowance for Child care for women with disabilities

15. (a) Advance for purchase of Bicycle

GRANT OF HARD AREA ALLOWANCE TO THE CENTRAL GOVERNMENT EMPLOYEES: ORDERS OF MINISTRY OF FINANCE

Subject: Grant of Hard Area Allowance to the Central Government employees posted            in the Islands of UT of Lakshadweep other than Kavarati & Agati.

            The undersigned is directed to refer to this Ministry's O.M. No.12(1)/E-II(B)/03 dt. 01-03-2004 on grant of Hard Area allowance to Central Govt. employees posted in Nicobar Group of Islands w.e.f. 01-04-2004 and subsequent O.M. No.12(4)/2008-E.II(B), dated 29th August 2008, extending this allowance to all central Government employees posted in Minicoy in Lakshadweep @ 25% of (basic pay + NPA, where applicable), w.e.f. 01-09-2008 which was accepted by the Govt. based on the recommendations of the Sixth Central Pay Commission and to say that the proposal to also extend Hard Area Allowance in Islands other than Minicoy of UT of Lakshadweep has been under consideration of the Government for some time.

2.         The President is now pleased to decide that Central Government employees posted in Kiltan, Andrott, Kalpeni, Chetlat, Kadmat, Amini and Bithra Islands of Lakshadweep shall be paid Hard Area Allowance @ 15% of (basic pay + NPA, where applicable), on the existing terms & conditions.

3.         These order shall take effect from the date of issue.


4.         In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with Comptroller & Auditor General of India.
