Bank Account Number Portability: Lok Sabha Q&A

The Committee on Customer Service in Banks constituted by the Reserve Bank of India (RBI) under the Chairmanship of Shri M Damodaran, had recommended intra-bank Account NumberPortability stating that the customer should also be allowed to maintain the same account numberin a bank even when he / she moves to another city or shifts his account to another branch in the same city. This recommendation has been accepted by the Indian Banks Association for implementation and RBI issued guidelines in this regard vide a circular dated April 27, 2012 whereby the banks have been advised that opening of fresh account and the Know Your Customer (KYC) fulfillment at another branch of the same bank is not required if full KYC was already done. Further, in order to safeguard the interest of the banks and the customers, RBI has advised banks for allotting Unique Customer Identification Code (UCIC) to all their individual customers in a time-bound manner.



RBI also constituted a “Technical Committee to examine uniform routing code and account number structure”, which also examined the matter regarding inter-bank portability of theaccount number. The Technical Committee is of the view that account number portability may not be feasible even with the implementation of International Bank Account Number (IBAN) because of the two constraints, i.e. (i) Bank code is an integral part of IBAN and as such, it does not facilitate account number portability across banks (ii) even if portability of the account number is considered without the bank code, it would give rise to a scenario where the saidnumber may already be allotted to other customer of the destination bank. RBI has hosted the Report of the Technical Committee on its website www.rbi.org.in for public comments.

Check your cheque status, only those in new format will be honoured from January 1


Add one more item — get a new cheque book — to your list of 'things to do' before the New Year. You may not be able to use your old cheques from next year with the implementation of the new Cheque Truncation System (CTS-2010), which will eliminate physical movement of cheques for clearing. Instead, only their electronic images, along with key information, will be captured and transmitted. It will make the clearingprocess more efficient, secure and quicker; but for that, you must switch to new cheques with prescribed standard features before December 31.

"Customers need not worry about the impending CTS implementation. I am sure they will not be inconvenienced due to the migration process. Some transitory period, from January 1 to March 31, could be given during which both types of cheques will be accepted. Banks are sending messages to customers now so that they comprehend the urgency and act upon it," says AC Mahajan, chairman, Banking Codes and Standards Board of India(BCSBI).

CHECK YOUR CHEQUE'S STATUS

If you have ordered your cheque books recently, say, a month ago, you may already have the new cheque leaves with you. Since most banks have already migrated to the new system, chances are that your bank would have sent you CTS-compliant cheque leaves.

However, if you have received the cheque book more than two or three months ago, you need to run a status check. For instance, the compliant ones will have the new rupeesymbol (.`) inscribed near the numerical 'amount' field.

"Visibly, there will only be the following difference: "Please sign above" is mentioned on the cheque leaf on right had side bottom; and, void pantograph (wavelike design) is embossed on left hand side of the CTS cheque leaf," explains Anindya Mitra, senior vice-president, retail liabilities group, HDFC BankBSE -1.77 %.

GET YOUR OLD CHEQUE BOOKS REPLACED

If you haven't received the new form of cheque books already, speak to your bank as early as you can. "Banks could adopt two methods to replace the old cheques. One is to send new cheque books by registered post and ask users to cancel the old ones. Customers may be asked to show proof of the same to the bank. They may also ask customers to surrender the older ones. Or, the customers can visit the bank branch themselves to surrender the old cheques and receive the CTS-compliant ones," says Mahajan. Banks will not charge any fee for replacing the old cheque leaves.

ISSUE NEW POST-DATED CHEQUES FOR EMIS

If you have issued post-dated cheques (PDCs) for your home or auto loan EMIs, you will have to issue fresh cheques. "RBI's guidelines to NBFCs state that if they have accepted post-dated cheques from their customers for future EMI payments, they should get them replaced with CTS-2010 standard compliant cheques before December 31, 2012. This will be applicable to banks as well," explains VN Kulkarni, chief credit counsellor with the Bank of Indiabacked Abhay Credit Counselling Centre.

"Most of our customers have opted for the ECS (electronic clearing system) mode for their EMI payments. So, the new sys-tem will not impact them. Only a small percentageof borrowers pay their EMIs through post-dated cheques. We are asking them to give us new cheques and accept their older cheques back," says Abhijeet Bose, head, retail assets and strategic alliances, Development Credit BankBSE 2.35 %.

Not all banks will return your older cheques, though. You needn't be concerned about it as these cheques will be non-compliant with CTS standards and hence not be valid.

To avoid these hassles, you can simply switch to the ECS mode, where the EMI amount is debited from your account every month. It will also save you the trouble of altering the amount on PDCs in case of any change in EMIs.

GENERAL PROVIDENT FUND (GPF)-THINK BEFORE WITHDRAWAL


The biggest asset for a central govt employees is General Provident Fund(GPF).There is a saying that droplets of water in duration of time forms the ocean.

Similarly the amount saved every month elaborates itself to a huge amount at the time of one's retirement thus arising in shoulder as a friend making his life prosperous.

For this single most reason was the scheme of  GPF has been implemented.
In reality other than a few most of the central government employees do not let the GPF amount to be saved to its fullest.When there arises a situation for them to be rendered financially the immediate thought  that flashes across their mind is GPF.

Not only for the above reasons, but also to finance for the purchase of Luxury items and for touring places during holidays GPF has been blatantly utilized.During the young and middle age of one's life the important of GPF is not known to them or to say they are ignorant of it.

When the years have rolled by and one attains his retirement age only a meagre amount would be left in his GPF.This situation has happened in many people's life.
Central govt employees should averted unnecessary spending of  money in his youth to get huge amount for his retirement stage.

Dearness Allowance and increment of 3% received in a year  should be saved and utilized when there arises a immediate need financially
Hence central govt employees consider General Provident Fund as their biggest asset and safe guard it would definitely gives a safe and secure future.

Creation of System Administrators cadre & extend other facilities


MEETING WITH MINISTER

Meeting with Sri. Sachin Pilot, Hon’ble Minister of State of Communications, was held today (21.01.2012) at 11.00 AM. Meeting lasted for 30 minutes. The staff side presented a memorandum to the Minister, containing the issues which needs Minister’s intervention. (See the copy published in the website). Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail.
(i)        Issues relating to Gramin Dak Sevaks
(ii)      Issues relating to casual, Part-time, Contingent employees
(iii)    Revision of overtime allowance

Regarding GDS issues like status, promotion etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before 31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. will also be given sympathetic consideration. Regarding casual labourers issues Minister gave direction to the Postal Board to expedite the orders. Minister further assured that he will definitely call for the files relating to the other items mentioned in the memorandum and an indepth examination of the issues will be made and decision taken early.

4. Creation of System Administrators cadre & extend other facilities
A rapid modernisation takes place in the department and around 1872 crores have been allotted for further extension of modernization. To modernize the existing Post offices, the role of the existing System Administrators are laudable. They are working from dawn to dusk for the efficient functioning of Pos in computers. But for their active involvement, the modernization of Postal Services could not be possible without incurring any expenditure to the department in the initial stage. Most of the softwares were developed by these section of employees. Now the Department is stating that creation of system Administrator posts is not viable. We have already dropped the demand of creation of System Administrators which carry 5400 Grade Pay as there is no full time justification for such post. ‘System Assistant’ cadre with Grade Pay of Rs.4200/- is in existence in other Government departments. Similar kind of System Assistant cadre may please atleast be created in the department and all the existing personnel may please be absorbed in the existing vacancies since the role of these Technocrats are very much essential for the maintenance of computers & software.

VII Pay Commission for Central Govt.Employees should be constituted at the earliest-INDWF

Today the INDWF –Indian National Defence Workers Federation is Celebrating its Golden Jubilee Year in New Delhi. A rally to Talkatora stadium is organized by the Federation as a part of the Golden Jubilee celebration. In which around 10000 of its delegates across India are expected to participate. Sources Close to the INDWF revealed that the Supreme command of the Congress Party Smt. Sonia Gandhi is also expected to participate in the Meeting to be held at Talkatora Stadium in the evening. The Prime Minister Dr.Manmohan Singh, Defence Ministers and Shri.Ragul Gandhi.are also invited to attend the meeting.

A list of around 30 Demands also been published by the Federation to put before the Government in its Meeting.

The Federation Demands the Government, Particularly the Ministry of Defence that,

The Defence Procurement Policy to be reviewed, so that privatization and out sourcing may be avoided.

MACP should be granted to Central Govt.Employees on Promotional Hierarchy.

VII Pay Commission for Central Govt.Employees should be constituted at the earliest so that it can be reviewed and implemented in time.

Employment should be provided to the wards of employees those who are willing to go in VRS Scheme like in Railways.

The Bonus ceiling to be removed and one full month salary may be granted as Bonus to all Central Govt.Employees

One Increment should be granted to Central Govt.Employees whose annual increment falls between 01-02-2006 to 30-6-2006

OFFICE MEMORANDUM

Subject: Grant of Hard Area Allowance to the Central Government employees posted            in the Islands of UT of Lakshadweep other than Kavarati & Agati.

            The undersigned is directed to refer to this Ministry's O.M. No.12(1)/E-II(B)/03 dt. 01-03-2004 on grant of Hard Area allowance to Central Govt. employees posted in Nicobar Group of Islands w.e.f. 01-04-2004 and subsequent O.M. No.12(4)/2008-E.II(B), dated 29th August 2008, extending this allowance to all central Government employees posted in Minicoy in Lakshadweep @ 25% of (basic pay + NPA, where applicable), w.e.f. 01-09-2008 which was accepted by the Govt. based on the recommendations of the Sixth Central Pay Commission and to say that the proposal to also extend Hard Area Allowance in Islands other than Minicoy of UT of Lakshadweep has been under consideration of the Government for some time.

2.         The President is now pleased to decide that Central Government employees posted in Kiltan, Andrott, Kalpeni, Chetlat, Kadmat, Amini and Bithra Islands of Lakshadweep shall be paid Hard Area Allowance @ 15% of (basic pay + NPA, where applicable), on the existing terms & conditions.

3.         These order shall take effect from the date of issue.


4.         In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with Comptroller & Auditor General of India.

Special Casual Leave for union activities – Various instructions/ Orders and clarifications.


1. Special casual leave upto a maximum of 20 days in a year can be granted for the following puposes.
(a) When the delegates to All India Conferences and members of the executive committees are required to attend such conferences and meetings.
(b) When members from outstation are required to attend periodical meetings with the Head of Circles.
(c) When members from outstation wait on deputation on the Minister/ MOS and Secretary (P).
2. Special Casual Leave may be allowed to members of service associations coming from outstations to attend their monthly meeting with Departmental Officers at divisional level on the following conditions: -
(a) Not more than two members are allowed this concession during year
(b) Special Casual Leave is allowed for a day/ days of the meeting and the actual time taken in the journey.
(c) Maximum limit of Special Casual Leave allowed does not exceed 12 days in a year.
(d) The concession under this item will not bring an additional benefit to the staff who under para 1 above are allowed extent of 20 days in a year. If any official is required to meet the divisional head, the Special Casual Leave granted to him for the purpose will be counted against those 20 days Special Casual Leave in a year.
(e) The local members may be given suitable offs for the duration of the meetings.

Gradual opening of the market by phase wise removal of the monopoly proposed. Exclusive privilege reduced up to 150 gm. In case of letters and up to 50 gm. in case of express mail. Couriers can carry letters even within 150 gm and 50 gm ( the reserve area) subject to them charging twice the postal rates for letters and twice the rates for express service.
