Subject:- Harmonization of fee payable under the Right to lnformation Act. 2005.

Sir,

Sections 27 and 28 of the Right to lnformation Act, 2005 empower the appropriate Governments and the Competent Authorities to make rules to prescribe,inter-alia, the fees payable under the Act. In exercise of the powers. the Central Government, State Governments, High Courts etc. have notified rules. It has been observed that the fee prescribed by different appropriate Governments/Competent Authorities is at great variance.

2. The 2nd Administrative Reforms Commission has, in this regard recommended that the States should frame Rules regarding application fee in harmony with the Central Rules and ensure that the fee should not become a disincentive for using the right to information.

3. All the States/Competent Authorities are, therefore, requested to kindly review their Fee Rules and to prescribe fee in consonance with the fee prescribed by the Government of lndia. A copy of the Right to lnformation (Regulation of Fee and Cost) Rules, 2005 notified by the Government of lndia is enclosed for ready reference.

4. Kindly inform us of the action taken in this regard.

I am directed to refer to Directorate’s letter No: A-34012/ 3/ 2011-DE, dated 13.04.2011 regarding conduct of Postmaster Grade I Examination, 2011 to be held on 12.06.2011 for the existing vacancies in Postmaster Grade-I.
2. Clarification has been sought by certain Circles regarding the crucial date for assessing the eligibility of Postal Assistants for appearing in the Postmaster Grade-I Examination, 2011 to be held on 12.06.2011.
3. The matter has been examined in the Directorate. As per the Directorate’s order No. 13-2/2010-PE.1 dated 25.11.2010, the General line posts would be deemed to have been designated as Postmaster Grade-I, Postmaster Grade-II and Postmaster Grade-III with effect from the dates those are filled up. Therefore it has been decided by the competent authority that the crucial date for assessing the eligibility of the candidates for the purpose of Postmaster Grade-1 Examination 2011, to be filled up on the basis of Limited Departmental Competitive Examination would be the closing date for dispatch of the applications by nodal officers to CMC, ie.18.05.2011. Such Circles, who have prescribed the crucial date other than 18.05.2011, are advised to issue another circular calling for the applications from only such officials, who have become eligible during the period 01.01.2011 to 18.05.2011, by asking them to apply by 2nd June, 2011. Due to paucity of time, the Circles on receipt of applications shall issue hall tickets to the eligible candidates to appear in the examination after consulting the CMC telephonically regarding the Roll Number(s) to be assigned and the venue for examination. It should be immediately followed by a written communication to CMC indicating the names, Roll Numbers so assigned along with a copy of the application submitted by the candidates. 4. Further, according to the Dept of Personnel & Training OM No: 22011/3/98-98-Estt. (I) dated 17.09.1998, the crucial date for determining eligibility of officers for promotion in case of financial year-based vacancy year would fall on January 1st immediately preceding such vacancy year, the first of the vacancy year, ie. January 1st itself would be taken as the crucial date irrespective of whether the ACRs are written financial year wise or calendar year wise. As such, the crucial date for determining eligibility of Postal Assistants for appearing in the Postmaster Grade-1 Examination to be conducted in the subsequent years ie during the year 2012 and thereafter would be 1st January of the year, to which the vacancies pertain to.

The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against
     conversion of one block of their Home Town LTC.
(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled 
     class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar
     to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India.
     Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their
     entitlement.
(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.
(v) This scheme shall be effective from the date of issuance.
2. These orders shall be in operation for a period of two years from the date of issue of this O.M
.
3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on
    consultation with comptroller and Auditor General of India.

3.  Install the Point of sale server and then the client.
Upgradation Procedure:
1. Take a back up of the Counter.mdb and Counter database.
2. Upgrade Counter database using counter05052011.exl using script tool.
3. Uninstall the Point Of sale client.
4. Search for Poi*.cab files and delete if any exists.
5. Install the Point Of Sale client.
          Note:  Point Of Sale exe should be run only after database up gradation.

Departmental proceedings against Govt Employees - consultation with the UPSC for advice

Subject:- Departmental proceedings against Government servants - consultation with the Union Public Service Commission for advice.

The undersigned is directed to say that this Department has been impressing upon various Ministries / Departments to complete the disciplinary proceedings by minimizing avoidable delays. In para 3.11.10 of the 4th report of the 2nd ARC titled "Ethics in governance", it has been observed from a sample study that the Administrative Departments take more than 2/3rd of the time taken to process the case under the CCS(CCA) Rules. In the sample study, the Inquiry Officers were found to be taking about 17% of the time and the UPSC about 5% of the time to conclude their findings. This Department has issued OM No.3901111212009-Estt.(B) dated 14.9.2010 reiterating that the requisite details in the proforma to be sent to the UPSC are properly filled up and sent with the relevant documents so that there does not arise occasion for the UPSC to make a back reference to the Ministries / Departments for the deficiencies found by the Commission in the papers sent to them.

2. The UPSC has brought to the notice of this Department that during the year 2010-11 the Commission had to return the case to the concerned Departments in more than 40% of the cases on account of procedural / documentary deficiencies. A list of the common deficiencies observed by the Commission in these cases are / given. in the Annexure.  All Ministries / Departments are requested to ensure that the deficiencies indicated in the Annexure are not repeated in the proposals being sent to the UPSC for seeking its advice on disciplinary matters.

3. Attention of Ministries / Departments is also drawn to this Department's OM  No.3901111212009-Estt.(B) dated 16.11.2010 wherein it has been requested that in cases where the Courts are being apprised of the time taken in finalizing a disciplinary proceeding through affidavit, information in regard to the pendency of  the matter before the UPSC may be correctly projected. The average time taken by the Commission in tendering advice in disciplinary proceedings is about 4 to 6 months. The Commission tender its advice in about 3 months in those cases where priority is attached due to direction of Court. In such cases, in order to sypedite scrutiny of the cases a single window system on pilot basis had been introduced in the UPSC from September 2010 and initially 9 Ministries / Departments were included in the single window system. The Commission has now decided to extend the single window system to all other Ministries / Departments whose offices are situated in Delhi for submission of disciplinary cases involving court cases. Under this system, a Ministry / Department while referring the disciplinary cases to the Commission for advice, is required to authorize a representative, not below the level  of Under Secretary, to hand over the case to the designated officer in the UPSC, with prior appointment. The cases received from a Ministry / Department are initially scrutinized on the spot, in terms of information sought in the Proforma check list issued by this Department. Only cases which are complete as per the check list are
accepted by the Commission for further scrutiny and examination. Incomplete cases are returned at the counter itself after pointing out the deficiencies. In UPSC, the  case records are to be handed over to the Under Secretary (S-1),(Tel No.23387346123098591-Ext.4342) in Room No.10-A located in the Annexure Building of the Commission. The case records should explicitly indicate the status of the CATICourt cases, the fact regarding the time limit for disposal of the case if any and extension sought for providing at least 3-4 months of time to the Commission for
disposal of the case.

4. All Ministries / Departments are requested to adhere to the above procedure for submission of disciplinary cases involving Court cases to the Commission through single window system.

How to Protect your Data ?

It's a human tendency to lock your home whenever you go out; it makes you feel protected. But what about data what you have saved on your computer? Do you lock it when you transfer it from your computer? Given the threats lurking online - hackers, phishers, identity thieves and the like - you would do well to encrypt your data of you are using the internet to share crucial information with others. This ensures privacy and prevents it from getting hacked. Even if someone succeeds in stealing an encrypted file, he or she will be unable to misuse it unless the key to decode the content of that file is also stolen alongside. Then there are the monetary transactions online and the personal information shared on the Internet. To protect users, the file encryption process is a crucial part of an efficient computer security system. File encryption or data encryption is a process of transforming your confidential information into an unreadable format which cannot be accessed without the correct password or key. Though there are third-party encryption software available like TrueCrypt in the market, you can also use the lesser known, built-in feature of Windows to secure your files. Here to go about this.

How to Encrypt a File? 

1. Right click on a file you want to encrypt. Click the 'Properties' option at the bottom of the context menu.
2. Click the 'Advanced' button located under 'General' tab in the 'Properties' dialog box.

3. Click the 'Encrypt Contents to Secure Data' option and click 'OK'.

4. If the file is in a folder you will be prompted with an 'Encryption Warning' message. If this is the case, click the 'Encrypt the File Only' option and click 'OK'.

Tips

  • You can use EFS (Encrypting File System) to encrypt files on Windows XP, Windows Vista, Windows 7 Professional, Windows 7 Ultimate, and Windows 7 Enterprise. The filesystem should be NTFS; it won't work on FAT32.
  •  Select the certificate of the user whom you want to add (to the access list of the encrypted file), and then click OK. You can do this by clicking Properties -> Advanced -> EFS settings.

  • To decrypt a folder, use the same process, only disable the document property encryption by clearing Encrypt Document Properties check box.
  • Rename your file with a completely different filename and a different file extension. For example, change filename.doc into general.jpg or filename.xls into birthday.mp3; If file extensions (.doc, .png, .mp3, etc.) are not visible go to: Tools -> Folder Options -> View, and uncheck hide extensions for known file types. Some computer savvy individuals may be able to crack the file.
  • You can encrypt your files using strong AES-256 encryption feature of 7-zip, which is a free file compression utility which you might be using already to compress/zip multiple files into one smaller file to be send across internet.
After encrypting the files, you should back up your certificates because there is no other way to recover encrypted files with a corrupted or missing certificate. It is critical that you back up the certificates and store them in a secure location. Here's how to back up your certificate : 

1. Open Microsoft Internet Explorer. On the Tools menu, click 'Internet Options'.

2. On the 'Content' tab, in the Certificates section, click 'Certificates'. Click the 'Personal' tab.

3. Select one certificate at a time until the 'Certificate Intended Purposes' field shows 'Encrypting File System'.

4. Click 'Export' to start the Certificate Export Wizard, and then click 'Next'. Click 'Enable Strong Protection', then click 'Next'. Type in your password.

5. Specify the path where you want to save the key, and then click 'Next'. You can save the key to another location on the hard disk, or on a removable media

     eMO data is available from 23 September 2009 onwards.
4) The data will be retained upto 3 months from the date of booking for the purpose of SMS tracking.
5) The service is available across all service providers in the country. Rates charged by the service provider are applicable.

  2. Turn the printer on.
  3. Turn your computer on and run Windows XP.

     Found New Hardware Wizard is displayed.
  5. Select Install from a list or specific location [Advanced], then
     click Next.i.e C:\<Printername>
  6. Insert the driver disk.
  7. Select only Include this location in the search from Search for
     the best driver in these locations., then click Next.
     Click Browse to select the location of the printer driver.Select the path as C:\<Printer Name>
  8. When a warning screen appears, click Continue to proceed with

Subject: Revision of flat rates of licence fee for Central Govt. Residential Accommodation throughout the country.

In terms of SR-324(4). the Government has decided to revise the flat rates of licence fee recoverable (or the residential accommodation available in General pool and also in Departmental Pools of Ministries/Departments of the Government of India throughout the country (except in respect of substandard/unclassified accommodation of Ministry of Defence, accommodation for service personnel of the Ministry of Defence and accommodation under the control of Ministry of Railways), as shown in the Annexure.

2. The revised rates of licence fee would be effective from 1st July. 2010. All Ministries/Departments are requested to take action to recover the revised licence fee in accordance with these orders in respect of accommodation under their control all over the country.

3. This issues with the concurrence of integrated Finance Wing of the Ministry of Urban Development under its Diary No 545/Dir. (F)FD/10 dated 15.11.2010 & dated 03.01.2011.

4. In so far as persons serving in the Indian Audit & Accounts Departments are concerned, orders would be issued separately.

I am directed to say that in the meeting of the Departmental Council of JCM, held on 27.08.2011, the staff side has inter alia raised the following two issues for consideration and taking appropriate decision.
(i) DC-JCM item No. 49: regarding grant of Road Millage to the staff entrusted the work of Cheque clearance, etc.,
<!--[if !supportLists]-->(ii) <!--[endif]-->DC-JCM item No. 60-regarding grant of Fixed conveyance allowance to Marketing Executive.
2.0 Item 49: - The staff side stated that the work of clearance of cheques should not be brought under the ambit of conveyance Allowance as the officials entrusted the work pertaining to clearance of cheques, have to travel 40-45 KMs. a day and used to incur an expenditure of minimum Rs.50/- every day. Besides, they have also to pay parking charges for their vehicles. The present rate(s) is/are not sufficient to meet the requirements.
2.1 Item: 60: - In this item, the Staff side has contended for payment of a fixed conveyance allowance of Rs.1000/- per month to the Marketing Executive, which in their views would meet the expenditure being incurred by them during their extensive travels with in the areas, while performing their duties.
3. The matter have been considered at Directorate level. As both the matters pertain to various Circles, having different kinds of situations and circumstances in accordance with their ground realities, it has been desired to have both the issues examined in detail by the Heads of Circles in the first instance, and have their detailed reports, the practice followed in their circles, applicability of various rules and instructions on the subject, any representations, etc., from the concerned staff comments and recommendations of the HOC as well as estimated/ additional financial implications, if any, alongwith the views of their CIFAs; in order to examine the matters further at Directorate level.
4. It is, therefore, requested that both the matters may kindly be examined in detail at Circle Level and comprehensive reports may kindly be sent to this Directorate at the earliest.

Resolution
Cause 1: DAO is not properly registered
1. On the computer that hosts Microsoft Windows Terminal Server or the computer on which Microsoft Access is installed, click Start, and then click Run.
2. Type regsvr32 followed by the path to your DAO file. Enclose this path in quotation marks. For example, to register the DAO 3.6 library, use the following command:
regsvr32 "C:\Program Files\Common Files\Microsoft Shared\DAO\DAO360.DLL"


Cause 2: There is a damaged wizard file
1. Use Windows Explorer to locate the following wizard files: Acwzmain.mde, Acwztool.mde and Acwzlib.mde.
2. Change the file name extension of each file to "old." For example, change Acwzmain.mde to Acwzmain.old.
3. Reinstall Access to restore the files.

Active X Component Can not Create Object Problem in Windows Server 2003

Reason:The Problem may be due to curruption of installation files of MDAC.
Solution:
1. Click on Start > Programs > Accessories > Notepad.
2. Click on File > Save As to save the blank document.
3. Browse to the root of the C:\ drive.
4. Name the file: MDACRdMe.htm, click Save.
5. Close Notepad.
6. In Windows Explorer, open the c:\Windows\Inf folder.
7. Right-click the Mdac.inf file, and then click Install.
8. You will be prompted for multiple files during the installation.
9. At each prompt, click on browse and navigate to the appropriate file (see list
below), click on Open then Retry.
10. There will be no notification when the installation is complete.
