 Invalid object name 'SuppleDateMaster'.

Solution

  1. Download attached Script from PoTools.
  2. Execute Once Using MM Script Tool.

CADRE RESTRUCTURING OF GROUP ‘C’ EMPLOYEES OF DEPARTMENT OF POSTS

We are exhibiting below the proposal of the Department, regarding Cadre Restructuring along with the letter submitted by staff side to the Department, for modification of the proposal. As on date, the Department is not ready for any favourable modifications. We are continuing our effort to get it modified. Meanwhile all the Circle/Divisional Secretaries and office bearers are requested to intimate their view points on the proposal of the Department and also regarding the modifications suggested by the staff side. Department is ready to sign the agreement without any modification. In that case what should be our stand?

CADRE RESTRUCTURING – DEAPRTMENT’S PROPOSALS

The Committee constituted by the Department on cadre restructuring of Group ‘C’ employees vide No. 25-04/2012-PE I dated 23rd Oct 2013 held its discussions on 04th Feb 2014 at 1500 hours & on 05th Feb 2014 at 1430 hours under the Chairmanship of Shri V. P. Singh, DDG (Personnel). The following were present: -

2. The Committee had earlier met on 27th Nov.

3. The representatives of the Staff side informed that Postal Assistant cadre officials are getting promotions in promotional hierarchy to Grade Pay of Rs. 2800/- (PB-1) in Lower Selection Grade at a time when they are already placed in the Grade Pays’ of Rs. 4200/- (PB-2) or Rs. 4600/- (PB-2) on award of financial upgradation(s) under MACPS. At this, the official side asked Staff side to furnish copies of the orders on above lines from few Circles to corroborate the above claim. The Committee recommends that before processing these recommendations, Establishment Division may obtain the same from Staff Side. After discussions, the following recommendations in respect to the cadre restructuring of Group ‘C’ employees were agreed to by the Department.

Reasons For Non Receipt Of Electronic Data For COD Articles

Reason 1

Non upgradation of ParcelNet software.

Solution 1

The ParcelNet update is kept available for downloading by all the Post offices in ftp site of CEPT at locationftp://ptcinfo.org/Meghdoot7/Updates/. All the Post Offices have to download and upgrade their software to the ParcelNet Update.

Reason 2

Non upgradation of the ParcelNet software, successfully.

Solution 2

If any errors are being displayed while doing upgradation, the log folder has to be sent to CEPT for analysis and suitable solution.

Reason 3

The Delivery Post Offices are changing their office type in Point of Sale module

Solution 3

The Office type of all Delivery Post Offices shoule be selected as "Post Office" in Point of Sale module. This option is available for Point of Sale Supervisor in Environment option).

Reason 4

eCounter Dababase was not upgraded properly

Solution 4

An eCounter database script containing all the earlier scripts is attached herewith. Please cause to run the same in all the Post Offices.

Reason 5

Booking information is not available in the Central Server, even though the articles are booked through the system. This can be due to errors in creation of messages/transmission of messages.

Solution 5

The Booking offices have to check the ParcelNet Website on daily basis and ensure that the articles booked by them on previous day are reflecting in the Booking MIS report. If any deviation is there, they need to take up the issue with CEPT, so that CEPT can provide solution for transmission of data.

Declining promotion to postmaster grade I

Declining promotion to Postmaster Grade-I by the officials declared successful in Postmaster Grade-I Departmental Competitive Examination held on 12.06.2011.

I am directed to refer to Directorate's letter of even number dated 9.8.2011 on the above subject and to say that in the aforesaid letter the Circles were advised that declination of appointment by the candidate to the post of Postmaster Grade-I after passing the Departmental examination, but before his appointment ,may be accepted.
2. References are being received seeking clarification with regard to acceptance of declination of appointment by the candidate to the post of Postmaster Grade-I after issue of order of appointment but before joining by the candidate to the post of Postmaster Grade-I.
3. The Directorate's letter of even number dated 9.8.2011 is very clear. Declination of appointment by the officials can be accepted by the Circles only if the same is received before issue of order of appointment. No deviation is permissible in the matter.

Subject: Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.

References hove been received from different Br. AOs and Factories regarding extension of benefit of 3% increment in terms of MoF, Deportment of Expenditure OM No. 10/02/2011-E.III/A dtd 07.01.2013 [click here to view] to those employees who were promoted f rom CM-II to CM-l/AF to JWM/MCM to CM on or after 1.1.2006.

In this connection, it may be stated that as per MoF, Deptt of Expenditure OM No. 10/02/2011-E.III/A dtd 07.01.2013, benefit of fixation of pay under FR 22(1) (a) (l) can be extended when both the feeder and promotional grades were placed in the identical revised pay scales based on the recommendation of the 6th CPC and where the existence of both the erstwhile posts are continued in 6 CPC and at the same time the promotional post also involves assumption of higher responsibilities as envisaged in the MoF OM No. 169/2/2000-lC dtd 24.11.2000.
