Sub: Clarification regarding Relaxation for travel by air to visit NER/J&K against All India LTC.

Reference is invited to this HQrs. office circular of even No. dated 28.12.2011 on the above subject.

2. In this connection, D0P&T have further clarified vide their OM No.31011/8/2010-Estt.(A) dated 18th January 2012 that "a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. Journey upto Delhi / Amritsar will have to be taken as per their entitlement. Also a Government employee can avail All India LTC to visit NER by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the NER from Guwahati or Kolkata. Journey upto Guwahati/Kolkata will have to be taken as per their entitlement”.

Sub: Clarification regarding Relaxation for travel by air to visit J&K against All India LTC.



The following doubts regarding admissibility of LTC claim on account of air travel to NER/J&K against all India LTC availed by a Government servant (being non entitled to travel by Air) whose HQrs. Office and home town is the same was taken up with DoP&T for clarification:



(i) Whether an individual who is not entitled to Home Town Concession (due to his HQrs and home town being same) can convert his All India LTC to

visit NER/J&K, and,



(Ii) Whether he will be allowed to travel by air to NER/J&K on conversion of his All India LTC (being non-entitled to travel by air) or not, in terms of

the guidelines laid down In GoI, D0P&T OM No. 31011/4/2007-Estt(A) dated 02.05.2008 and OM No. 31011/2/2003-Estt.(A-IV) dated 18.06.2010.



2. The D0P&T has clarified vide its OM No. 31011/8/2010-Estt.(A) dated 21st December 2011 that “a Government employee can avail All India LTC to visit J&K by air and those who are not entitled to travel by air may be allowed to travel by air to a city in the J&K from Delhi or Amritsar. And journey upto Delhi/Amritsar will have to be taken as per their entitlement.”

Last date to avail the relaxation of travel by air on LTC to visit Jammu&Kashmir is 17.6.2012.

The fantastic opportunity to travel by air with family members to visit Jammu&Kashmir will be ended on 17.6.2012 and the relaxation to travel by air with family members to visit North East Region area to avail upto 30.4.2012 only. There is no confirmation to further extension of the relaxation to travel by air to Jammu&Kashmir and NER to Central Government serving employees.

OFFICE MEMORANDUM
Subject. : CCS (LTC) Rules, 1988 – Relaxation for travel by air to visit J&K
The undersigned is directed to say that in relaxation of CCS(LTC) Rules. 1988, it has been decided by the Government to permit Government employees to travel by air to J&K as per the following scheme:-
(i) All officers/employees of Government of India will be allowed to avail LTC to visit J&K against
     conversion of one block of their Home Town LTC.
(ii) Officers/employees of Government of India entitled to travel by air can avail this LTC in their entitled 
     class.
(iii) All other employees of Government of India can travel by air in economy class from Delhi and Amritsar
     to any place in J&K by any airlines subject to their entitlement being limited to LTC-80 fares of Air India.
     Journey from their place of posting up to Delhi/Amritsar will have to be undertaken as per their
     entitlement.
(iv) Restriction of air travel only by Air India on LTC to other places shall continue to remain in force.
(v) This scheme shall be effective from the date of issuance.
2. These orders shall be in operation for a period of two years from the date of issue of this O.M
.
3. In their application to the staff serving in the indian audit and Accounts Department, these orders issue on
    consultation with comptroller and Auditor General of India.

Air India Latest LTC-80 Fare List & Packages

Air India Leave Travel Concession Schemes:

Air India is offering two types of LTC travel to Central government employees, state government employees, PSU employees and bank employees.
1. Air India LTC Travel by Economy Class
2. Air India LTC Travel by Business Class

Air India LTC Scheme For Economy Class

Leave Travel Concesson Fare List Latest
NACIL is offering you a revised Leave Travel Concession Scheme - Effective 11th March 2010.
Under this scheme an Employee can travel in Economy Class on all operational domestic sectors.
  • You can not avail child & Infant Fare or any other discount under this scheme.
  • Tickets booked under LTC Scheme are refundable. However you will have to pay refund Fee of Rs. 150 per ticket, cancelled at least 1hour prior to the departure. But if you get the Ticket cancelled less than 1hour prior to the departure, it will be treated as no-show.
  • You can re-book and change your reservation by paying just Rs.150 per ticket at least 1hour prior to departure.
  • After commencement of the journey you cannot Re-Route your booking.
  • For verification you are required to carry the Employee Identity Card while traveling. You are also required to present your Employee identity card at the time of issuance of the tickets for necessary endorsement on the tickets.
  • Your ticket will be Non-endorsable and valid to travel on Air India only.
  • If you are an Employee of the State, Central Government, Public Sector Undertakings or employee of the educational institutions recognized/aided by Centre, State Government and or affiliated to any of the University/ Educational Boards then you and your family members traveling on leave and availing LTC facility are eligible for availing this scheme.
  • Under this scheme your booking should be on confirmed basis.
  • You can purchase your ticket under this scheme from Air India booking offices and approved travel agents.

    Air India LTC Scheme for Business Class

ALTC- Executive

Air India introduces the Leave Travel Concession scheme in Business Class for travel on the Domestic network on the lines of LTC-80 fares offered in Economy Class.
The details of the Leave Travel Concession Scheme (LTC-EXECUTIVE) offered in Business Class are as under: -

Application

All types of journeys in Business Class on Domestic Sectors.

Period of Application

Effective 7th June, 2009 till further notice.

Eligibility

All Employees of the State, Central Government, Public Sector Undertakings or Educational institutions recognized/aided by Centre, State Government and or affiliated to any of the University / Educational Boards and their family members traveling on leave and availing LTC facility.

Child & Infant Fares

Not Permitted.

Sales

Restricted within India.

Ticketing

On confirmed basis only from Air India booking offices and approved travel agents.
Passengers are required to present the Employee identity card at the time of issuance of the tickets for verification and necessary endorsement on the tickets.

Validity

Tickets are Non-Endorsable, Non-Re-routable and valid for travel on Air India only. Passengers are required to carry the Employee Identity Card while traveling.

Cancellation/Refund

Tickets booked under LTC Scheme are refundable. However Refund Fee of Rs. 100 per ticket will apply if cancelled at least 1hour prior to departure. Tickets cancelled less than 1hour prior to departure will be treated as no-show and No Refund of Fare will be permissible

Office Memorandum

Subject: Clarification regarding reimbursement of LTC- 80 Fare.

The undersigned is directed to refer to this Department’s OM No. 7(1)/E.Coord/2008 dated 4.12.2008 regarding restriction of the Air Travel on the LTC to Air India’s LTC-80 fares with effect from 1st December, 2008.
References are being received in this Department seeking clarification for admissibility of LTC claims of Government officials in cases where the air fare paid for travel by Air India happens to be less than LTC-80 class of Air India. It is clarified that reimbursement of Air fare lower than the LTC-80 air fare of Air India will also be admissible for journeys performed by Air India under LTC as the intention is to ensure that the LTC claim should not in any case exceed LTC-80 fare of Air India.
It is further clarified that the other instructions issued by this Department on Air Travel from time to time continue to remain in force.

LTC FOR JAMMU & KASMIR ONLY

Government has decided to relax LTC rules by permitting Central govt employees to travel by any airlines to visit Jammu and Kashmir.All officers and employees of the Central government will be allowed to avail LTC to visit the state against "conversion of one block of their home town LTC", an order issued by the government said.
Officers and employees of the Centre entitled to travel by air can avail this LTC in their entitled class, it said.


All other employees of Central government can travel by air in economy class from Delhi and Amritsar to any place in J and K by any airlines subject to their entitlement being limited to fares of Air India, the order said.


Journey from their place of posting upto Delhi/Amritsar will have to be undertaken as per their entitlement.

LTC RULLING

1. What are EL Encashment conditions for LTC ?
A Maximum of 10 Days EL can be encashed with each LTC .
60 days EL can be encashed in the entire Service.
EL encashment has to be taken before the travel of the journey.
10 Days EL can be enchased, If the duration of the Journey is less than 10 days also.
If EL is encashed for LTC, then there will be No change in the number of ELs which can be encashed after retirement.
If both Wife and Husband are central government employees, then only one can avail EL encashment while availing LTC and
For entire service, both Husband and Wife can avail 60 days EL each.
2. Can an Employee change his Home Town more than once ?
If an Employee has given the declaration of Home Town, and his higher authority has approved it , then that Home Town can not be changed.
But in some special cases, the Higher Authority can allow the employee to change his home town, but he has to give the declaration that for the entire service, he will not apply for the change of Home Town again.
3. What are the conditions for Home Town Declaration ?
By the term home town means, the place where an employee / official has to go occasionally for discharging / carrying out his family as well as social responsibilities.
Generally a Home Town means the birth place of the employee.
Higher authority has the power to decide the home town of an employee.
4. If both wife and husband are govt employees, can they avail LTC separately ?
Both wife and husband got the option to give declaration of Home Town separately.
If husband has given wife as a family member, then wife cannot take LTC her own.
5. What are the conditions for LTC for Freshly recruited Employees ?
Minimum 1 year continuous service required.
One All India LTC and 3 Home Town LTC instead of 1 Home Town LTC .
This is valid for First two block years.
6. What are the conditons for availing advance for LTC ?
Maximum 90 % of the fare.
Admissible for both outward and inward journey.
Employee should furnish Railway tickets / PNR nos with in 10 days of drawal of advance.
Can be drawn Separately for self and family.
When advance is taken claim should be submitted with in three months from the date of journey.
When advance is not taken the claim should be submitted with in six months from the date of journey.
